Sub: Residency period required for promotion from Sr. ALP, Level-4 to Loco Pilot (Shunter), Grade-II, Level-4.
Ref: Board’s letter No. E(NG)I-2006/PM7/21 dated 22.08.2008 (RBE No. 101/2008).
As the Railway Administration are aware, instruction contained in Railway Board’s letter No. E(NG)I-2006/PM7/21 dated 22.08.2008 (RBE No. 101/2008), inter-alia provide that Assistant Loco Pilot (Diesel/Electrical) with 2 years’ service as Diesel/Electrical Assistant and 60,000 Km. experience on footplate may be promoted to the post of Loco Pilot (Goods), GP-4200 in the eventuality of non-availability of Loco Pilot Shunters, subject to other condition stipulated therein with the personal approval of General Manager.
2. It has been reported that the Railways are facing difficulties in filling up the post of Loco Pilot (Shunter), Grade-IT, Level-4 due to lack of eligible feeder category.
3. The matter has accordingly been considered by the Railway Board in consultation with Zonal Railways and Electrical Engineering Directorate and it has been decided that in the eventuality of non-availability of Sr. ALP, General Manager may consider ALP/Sr. ALP for filling up the vacancies of Loco Pilot (Shunter) Grade-IT , Level-4 provided that they have
i. Completed 2 years of service in the combined cadre of ALP/SrALP,
ii. Completed 60000 km of footplate experience
iii. Cleared requisite training courses
4. Further after completion of the prescribed promotional training courses and before deputation for independent shunting, newly promoted Loco Pilot (Shunter) –
a. shall be given LR of the yard where he has to work.
b. shall be deputed along with qualified regular Loco Pilot Shunter on Loco for shunting for at least one day or more for learning.
c. shall be deputed with a CLI for handling trains for at least two days or more.
d. shall be produced before the RSO Officer, for necessary assessment for issue of competency certificate, after he is found suitable by the CLI.
e. Exact period of deputation on various stages at (a), (b), (c) above is to be decided by the concerned CELE/CEE(OP) depending on the complexity of yard.
This disposes off SWR’s letter No. ZHQ/31/2023/93390 dated 19.06.2023.
