Sub: Railway Employees commuting in trains without valid travelling authority

During ticket checking drive conducted by the Antifraud Cell of this Railway, it has been observed that a large number of Railway Employees are found travelling in trains without any travelling authority. On demand of travelling authority by checking staff, the Railway employees show their Railway Identity Cards, which is not a valid authority to travel. Habitual travelling of such Railway employees without ticket and merely showing Railway Identity Cards during ticket checking is not only very highly irregular and unbecoming of Railway employee; it also tarnishes the image of the Railways in front of the other bonafide passengers.

There are instances when bonafide passengers have shown resentment regarding Railway Employees travelling without ticket/authority even in AC coaches. It is learnt that the Railway employees are not being issued with CTOs/ weekend CTO/duty pass by the relevant pass sections.

The table below indicates the fall in Railway employee travelling in concession tickets and loss of Railway revenue.

Period No of MST /concession No of passengers Earnings
April 2019 to Nov 2019 (last year) 20591 1028880 1518379
April 2022 to Nov 2022 (current year) 13315 665750 1031535
% variation over 2019 (-) 35.33% (-) 35.33% (-) 32.06%

In light of the above it is requested to instruct all concerned pass issuing sections to be prompt and ensure timely issue of necessary concessions to Railway employees commuting by trains daily or weekends.
