Sub: Inter-Railway Request Transfer- Hardships being faced by the staff-Reg.
Ref: i) Board’s letter No. E(NG)I/2020/TR/16 dated 01.10.2020 ( RBE No. 85/2020).
ii) Board’s letter No. E(NG)I/2023/TR/31 dated 01.12.2023 (RBE No. 132/2023).
iii) Board’s letter No. E(NG)I/2023/TR/30 dated 26.12.2023 (RBE No. 148/2023).
In terms of Board’s letter No. E(NG)I/2020/TR/16 dated 01.10.2020 (RBE No. 85/2020) instructions have been issued that NOC issued in the matters of own-request transfer by the receiving Railway should be valid for a period of six months, and if own-request transfer of the employees concerned are not effected within this period, the NOC in such cases should be mandatorily revalidated. The employees should be relieved on transfer only after re-confirming the validity of the NOC. Pursuant to a demand raised in the DC-JCM, the Ministry of Railways have decided that validity of NOC for transfer may be extended from 6 months to 1 year which should be mandatorily re-validated at the end of its validity.
2. Besides above, it is reiterated that all transfers may be conducted in time bound manner as advised vide Board’s letter dated 0112.2023 and 26.12.2023 under reference. Adherence to these instructions stipulating time-bound release of staff, the requirement of validity of NOC would not be required.
