Clarification regarding candidate possessing Post Graduate Diploma in Human Resource Management for appointment for the post of Staff & Welfare Inspector on Compassionate Grounds – Railway Board Order dated 13.04.2022

Sub: Clarification regarding candidate possessing Post Graduate Diploma in Human Resource Management for appointment for the post of Staff & Welfare Inspector on Compassionate Grounds.
As per extant instructions (entry No. 45 of Board’s letter dated 03.09.2009), the minimum educational qualification for the post of Staff & Welfare Inspector (Level-6) is as mentioned below:
“Graduation plus any one of the following qualifications:
Diploma in Labour/Social Welfare OR Diploma in Labour Laws OR L.L.B. with papers in Labour Laws OR Post Graduate Diploma in Personnel Management OR MBA with papers in personnel management awarded by an institution of Govt. of India.”
2. South Eastern Railway vide its letter no. SER/P-HQ/REC/122/RB/SH/L dated 06.12.2021 had sought clarification if a candidate having qualification of Post Graduate Diploma in Human Resource Management can be considered for the purpose of recruitment/selection of Staff & Welfare Inspector.
3. The matter has been examined and it is clarified that for the purpose of recruitment/selection of Staff & Welfare Inspector, the qualification of Post Graduate Diploma in Human Resource Management can be treated as equivalent to qualification of Post Graduate Diploma in Personnel Management provided that its curriculum includes relevant papers in Personnel Management.
4. South Eastern Railway’s letter referred to in para 2 above also stands disposed off with this clarification.
