MACP Scheme for Kendriya Vidyalaya Teachers – Reply by Human Resource Development and recent Lok Sabha Question and Answer:
For a query by a member in Lok Sabha, recently to the effect that whether he Assured Career Progression (ACP) scheme, recommended by the Sixth Central Pay Commission, has been accepted by the Government for the teachers working in the Kendriya Vidyalayas (KVs) and whether the Kendriya Vidyalaya Sangathan has implemented the ACP scheme for its teachers, it was replied by the Minister that the teachers of Kendriya Vidyalaya Sangathan had not opted for ACP Scheme recommended by 5th Pay Commission and not the 6th Central Pay Commission has recommended Modified Assured Career Progression (MACP) Scheme.
The reply made by Dr.S.Purandeswari, Minister of State for Human Resource Development was a very cautious one as it did not reveal exactly whether MACP Scheme is in force for Teachers working in Kendriya Vidyalaya School.
Kendriya Vidyalaya Sangathan implemented Modified Assured career Progression scheme(MACP) for the Non Teaching staff at par with the central govt. employees as per the recommendation of the 6th Pay commission.
However, MACP Scheme is yet to be implemented for Teachers of KVS on the Technical ground that ACP scheme as recommeded by 5th Pay Commission was not opted by KV Teachers.
Since KV Teachers have represented for early implementation of MACP Scheme, KVS and Ministry of Human Resource Development have assured the teachers that MACPS allowed to Non-Teaching staff would also be extended to Teachers and the same is under process.

Will the Minister of HUMAN RESOURCE DEVELOPMENT be pleased to state:-
(a) whether the Assured Career Progression (ACP) scheme, recommended by the Sixth Central Pay Commission, has been accepted by the Government for the teachers working in the Kendriya Vidyalayas (KVs);
(b) if so, whether the Kendriya Vidyalaya Sangathan has implemented the ACP scheme for its teachers; and
(c) if so, the salient features of the scheme?
ANSWERED ON 29.08.2012 by MINISTER OF STATE IN THE MINISTRY OF HUMAN RESOURCE DEVELOPMENT (DR. D. PURANDESWARI)
(a) Assured Career Progression (ACP) was recommended by the 5th Pay Commission and the teachers of Kendriya Vidyalaya Sangathan had not opted for this scheme. The 6th Central Pay Commission has recommended Modified Assured Career Progression (MACP) Scheme.
(b) No, Sir.
(c) The ACP introduced in the year 1999 provided for grant of two financial upgradation at the interval of 12 and 24 years of continuous regular service. The MACP introduced in the year 2008 provided for grant of three financial upgradation at the interval of 10, 20 and 30 years of continuous regular service.
