MACP to Inter Deptl Transferees in Defence Accounts

The Controller General of Defence Accunts (CGDA) New Delhi, has referred to their clarifications regarding grant of financial upgradation under ACP/MACP Scheme to the inter-departmental transferee, who joined the Defence Accounts Deptt. after availing ACP in the scale, which is lower than the scale in the hierarchy of our department based on the guidelines received from the Ministry through DOP&T.  Now, the CGDA has instructed the subordinate Officers decided to take up review and regularise all such cases in the light of clarification No. AN/XI/11051/MACP/2010-Vol.I dated 25.02.2010.

Reference is invited to HQrs. Office circulars bearing Nos.AN/XI/11051/ACP/Corr. (ID) dated 18.6.2008 and AN/XI/11051/MACP/2010/Vol-I Dated 25.2.2010, wherein the clarifications were issued regarding grant of financial upgradation under ACP/MACP Scheme to the inter-departmental transferee, who joined the DAD after availing ACP in the scale, which is lower than the scale in the hierarchy of our department based on the guidelines received from the Ministry through DOP&T.

2, Since the above two clarifications are contradictory, accordingly, the matter was brought to the notice of the Ministry and the Ministry in turn, in consultation with the DOP&T has clarified that such cases are to be regularised as per the criteria, as laid in Hqrs. Office ibid circular dated 25.2.2010.

3. It is therefore, requested to review & regularise all such cases, as per the criteria laid down in the Hqrs. Office circular dated 25.2.2010. The over payment made in this regard may be intimated to this Office inter—alia number of cases involved, to enable this office to take up the matter with the Ministry.
