Stepping up of pay of senior PAs of CSSS joined prior to 1.1.2006

A number of Cadre Units of CSSS have sought clarification on the admissibility of stepping up of pay of senior PAs of CSSS appointed/promoted prior to 1.1.2006 and drawing less pay than PAs of any Cadre Unit of CSSS promoted after 1.1.2006 consequent upon their fixation of pay in the revised pay structure of Grade Pay of Rs.4600 in the PB-2 on the basis of Department of Expenditure’s O.M. No.1/1/2008-IC dated 16.11.2009.

Fixed Medical Allowance to beneficiaries of New Pension Scheme

The Fixed Medical Allowance (FMA) is granted to Central Govt. Pensioners/Family pensioners who at the time of retirement/death are governed by CCS (Pension) Rule 1972 or other corresponding rules in operation prior to commencement of these rules and are eligible for medical facilities after retirement as per instructions contained in this Departments’ OM No.45/57/97-P&PW(C) dated 19.12.97 as clarified from time to time.

Formation of RTI Cell in DOPT.

For effective implementation of Right to Information (RTI) Act the Department of Personnel and Training (DOPT) has created a special RTI Cell in the Ministry, with special focus on monitoring receipt, disposal of queries/orders/appeals.decisions of Central Information Commission on RTI matters and rout them to CPIOs/AAs; to ensure prompt preparation of annual reports on RTI; co ordinate the work of proactive disclosure; to maintain the list of CPIOs/ Appellate authorities and their link officers etc.

Implementation of RTI Act-strengthening of.

DOPT, has laid down new guidelines relating to RTI Act. It has been stipulated that all the Ministries/ Departments shall include a separate chapter about RTI Act implementation, in their annual report; Each Ministry/Department is to conduct atleast half a day training programme for the CPIOs/Appellate authorities; Receipt and disposal details of RTI applications to be shown in the websites etc.

Harmonization of fee payable under the RTI Act. 2005

Sections 27 and 28 of the Right to lnformation Act, 2005 empower the appropriate Governments and the Competent Authorities to make rules to prescribe,inter-alia, the fees payable under the Act. In exercise of the powers. the Central Government, State Governments, High Courts etc. have notified rules. It has been observed that the fee prescribed by different appropriate Governments/Competent Authorities is at great variance.

Govt allows PB-3 5400 to Senior Group B officers

Ministry of Finance, Department of Revenue, Central board of Excise and Customs has finally accepted the officers plea and decided to allow Grade Pay of 5400 in PB-3 for the Group B Officers (Superintendents of Customs, Superintendent of Central Excise and Appraisers) who were fixed with pre-revised Scale of pay of 8000- 275-13500 as financial upgradation in the promotional hierarchy under ACP Scheme on or before 31.08.2008
