DoPT Launches AI-Powered RRGEN Tool to Help Ministries Draft Recruitment Rules
The Department of Personnel and Training (DoPT) has launched an AI-powered Recruitment Rules Generator (RRGEN) tool to assist Ministries and Departments in drafting Recruitment Rules (RRs) more efficiently. The new tool has been integrated with the Recruitment Rules Framework and Management System (RRFAMS) portal, enabling government departments to generate draft recruitment rules through a guided AI-based process.
According to an Office Memorandum issued by DoPT in March 2026, the initiative aims to simplify the complex process of framing and amending Recruitment Rules across Central Government Ministries and Departments.
AI Tool to Simplify Recruitment Rules Drafting
Recruitment Rules play a crucial role in determining the method of recruitment, eligibility criteria, promotion norms, and other service conditions for government posts. Traditionally, preparing or revising these rules involves detailed scrutiny of guidelines and multiple stages of consultation.
The newly launched RRGEN tool has been trained on DoPT’s guidelines related to framing and amendment of Recruitment Rules. The AI system interacts with users and collects essential information such as:
- Number of posts
- Level in the Pay Matrix
- Classification of the post
- Details of feeder grade posts
- Method of recruitment
- Eligibility service for promotion
- Probation period
- Composition of the Departmental Promotion Committee (DPC)
Based on the information provided, the AI system suggests suitable options for the method of recruitment and other parameters in accordance with DoPT guidelines.
Auto-Generation of 13-Column Recruitment Rules Schedule
One of the key features of the RRGEN tool is its ability to automatically draft the standard 13-column schedule, which forms the core structure of Recruitment Rules.
The tool asks a sequence of structured questions on different aspects of service conditions and then generates the draft schedule in compliance with DoPT norms. This reduces manual effort and helps ensure that the draft rules follow the prescribed format and guidelines.
AI as an “Expert Advisor”
DoPT stated that the RRGEN tool converts the otherwise complex RR creation process into a simple guided conversation. The AI acts as an expert advisor, prompting users with intelligent questions and performing automatic compliance checks while drafting the rules.
This approach is expected to improve accuracy and reduce the time taken for preparation of Recruitment Rules.
Integration with RRFAMS Portal
The RRGEN tool has been integrated directly into the RRFAMS portal, which is already used by Ministries and Departments for managing recruitment rules.
Officials can access the tool through the “New Entry – New RR Proposals” option available on the top left corner of the RRFAMS home page. Ministries and Departments have been requested to make use of this facility for generating draft Recruitment Rules through the system.
