The option form is often treated as routine paperwork. In reality, it records a conscious choice. When MACP and Promotion fall within the same increment cycle, the sequence in which pay fixation and annual increment occur can influence future pay progression.

1. Understanding the Overlap

Under the 7th CPC framework, both MACP and Promotion involve pay fixation. When they occur close together, their interaction with the Date of Next Increment (DNI) becomes important. The issue is one of sequencing, not entitlement.

MACP (Financial Upgradation)

Granted on completion of prescribed service periods when regular promotions are not available. It ensures financial progression without change of duties.

Regular Promotion

Functional advancement to a higher post with additional responsibilities. Pay fixation accompanies the change in role.

2. The Two Fixation Sequences

When exercising an option under FR 22(I)(a)(1), employees are generally permitted to choose between two fixation sequences.

Aspect Fixation from Event Date Fixation from DNI
Sequence Pay is fixed in the higher level on the date of MACP or Promotion. The annual increment is drawn first, followed by fixation.
Immediate effect Higher pay starts immediately. No change until the increment date.
Carry-forward impact Future increments follow the revised DNI. In some cases, placement may be at a higher cell.

3. An Illustrative Explanation

  • Event-date fixation: Fixation occurs immediately, providing higher pay for the intervening months.
  • DNI-based fixation: Increment is drawn first, and fixation is applied thereafter.

The difference lies in the order of operations. Any resulting variation carries forward into subsequent increments.

4. Points to Consider Before Exercising the Option

Fixation from Event Date

  • Immediate increase in pay and allowances
  • May be relevant when retirement is near

Fixation from DNI

  • Effects, if any, become visible over time
