Since the implementation of Modified Assured Career Progression Scheme in 2008, Central Government Employees have been demanding MACP in promotion hierarchy
Unlike ACP Scheme, MACP Scheme introduced consequent on implementation of 6th Pay Commission provided for financial upgradation only on grade pay hierarchy. However, since MACPS was implemented, many Employees prefers legal route to get financial upgradation under MACP on promotional hierarchy. MACPS envisages three financial upgradation at intervals of 10, 20 and 30 years of continuous regular service to all regularly appointed Group ‘A’,’B’ and ‘C’ Railway employees. Zonal Railways have been advised to ensure strict compliance to the time limits indicated in MACPS for such grant of benefits

Minister’s reply on MACP on promotion hierarchy states that upgradation under MACP is granted only to next grade pay. Only in cases where court intervenes and orders for MACP on promotional hierarchy, the employee concerned is granted with upgradation in promotional hierarchy
MACP scheme in cases involving unilateral transfer on own volition to a lower post in another unit/organization after earning a promotion in previous organization
MACP Scheme introduced by 6th Pay Commission, provided for career progression in next grade pay hierarchy irrespective of the fact that the next grade pay in hierarchy happens to be the same. The new pay matrix advocated by 7th Pay Commission may rectify this inconsistency
