VACANT SC/ST SEATS IN TEACHING IN CENTRAL EDUCATIONAL INSTITUTIONS
355. PROF. MANOJ KUMAR JHA:
Will the Minister of EDUCATION be pleased to state:
(a) whether Government is aware that reserved seats of Scheduled Castes(SCs)/Scheduled Tribes (STs) in Central Educational Institutions are vacant in the teaching faculty;
(b) whether Government has the aforementioned data category-wise from different Central Institutions and the details thereof;
(c) whether Government is aware of the reason for this vacancy and what steps have been taken by Government to address this; and
(d) whether there have been instances where SC/ST seats have been converted to General seats in universities and autonomous colleges and the details thereof?

(a) and (b) The details of vacancies of teaching faculty of Scheduled Castes (SCs)/Scheduled Tribes (STs) in Central Educational Institutions are given at Annexure.
(c) and (d) Occurring of vacancies and filling thereof is a continuous process. The vacancies arise due to retirement, resignation and additional requirements on account of enhanced studentsโ strength. The Institutions are adopting various measures to address faculty shortages in order to ensure that studies of students are not affected which inter-alia, includes engaging research scholars, contract, re-employed, adjunct and visiting faculty. Ministry of Education has requested all the Central Higher Educational Institutions to fill up the vacancies in a Mission Mode within a period of one year starting from 5th September, 2021. Since August 2021, 8589 (eight thousand five hundred eighty nine) posts have been advertised for which the selection processes are on. The Government has notified Central Educational Institutions (Reservation in Teachers Cadre) Bill, 2019 to uphold the Constitutional Provisions for safeguarding the interests of Reserved Categories 1.e. SC/STs.
