ISSUE OF RETIREMENT AT LOWER RANK
1968. SHRI S. SELVAGANABATHY:
Will the Minister of Defence be pleased to state:
(a) whether since 1st April 2015, IAF Officers in the rank of Group Captain (Substantive and Select) are retiring/superannuating in the lower rank of Wing Commander inspite of serving in the higher rank of Group Captain;
(b) if so, the number of such Officers who are affected in various branches of the IAF till date; and
(c) the actions initiated to promulgate the Gazette notification to obviate the issue of Group Captain (Substantive and Select) in the IAF who retire/superannuate in lower rank of Wing Commander?

MINISTER OF STATE (SHRI AJAY BHATT) IN THE MINISTRY OF DEFENCE
(a): Yes, Sir.
(b): A total of 91 officers have retired in lower rank (Wing Commander) despite having served in the higher rank of Group Captain.
(c): Draft Gazette Notification (DGN) vetting is necessary for releasing of Pension Payment Order (PPO) in the rank of substantive Group Captain, which is currently under progress.
