NC JCM Staff Side demand with regard to the minimum pay and fitment factor related to 7th CPC by constituting a high level committee
7th Pay Commission Minimum Pay and Fitment Factor: Again Staff Side members of National Council JCM insisted to constitute High Level Committee
Meeting of Standing Committee of the National Council (JCM) was held on 07.03.2019. In this meeting, Staff side raised once again the important demand on Minimum Pay and Fitment Factor.
The Staff Side said that the assurance given by the Group of Ministers chaired by the Home Minister to look in to the demands of the Staff Side with regard to the minimum pay and fitment factor related to 7th CPC by constituting a high level committee.
This has not been implemented and there is a total resentment amongst the Central Govt. employees. Therefore the concern of the Govt. employees is brought to the notice of the Govt.”
There was no direct reply from Official Side.
The Chairmanship of Secretary (Personnel) concluding his remarks that;
(i) All the issues mentioned by the Staff Side have been noted and concerned Ministry/Department will take suitable action.
(ii) Next Meeting of Standing Committee will be called soon. Cabinet Secretary will also be requested to convene 47th National Council (JCM) shortly.
(iii) Latest instructions/circulars furnishing of copies of OM’s to the office of Staff Side of JCM will be circulated regularly.

Why deferred indefinite strike?
The National Joint Council of Action (NJCA) said on 1st July, 2016 that the NJCA had a discussion with the Government of India yesterday, i.e.30.06.2016 over certain demands contained in our Charter of Demands.
In the meeting, following ministers were present: –

The government has proposed to refer the issue of Minimum Wage and Fitment Formula to a Committee for reconsideration.
On 6th July, 2016 the NJCA released a Press Statement that the indefinite strike call which was to commence from July 11th 2016 is deferred.
IMPACT ON DEFERRING OF THE INDEFINITE STRIKE
The Secretary General of Confederation of Central Government employees and Workers asked a question on constitute a High Level Committee.
What is the difference between Empowered Committee constituted earlier and new High Level committee?
The new High Level Committee is the product of the discussion held by Group of Ministers including Home Minister, Finance Minister and Railway Minister with NJCA leaders after announcement of the Cabinet decision, in the wake of an impending indefinite strike.
Govt is compelled to appoint the new Committee, as the decision taken by the Govt on the proposals submitted by the Empowered Committee headed by Cabinet Secretary (details of proposals of ECoS is not known to staff side) is not acceptable to the NJCA.
Hence the new Committee shall be to reconsider the decision of the Govt. especially regarding minimum wage and fitment formula.
In spite of the assurance of the Groups of Ministers that the Committee is being constituted to reconsider the Govt. decision, if the Govt. again reject our demand, the NJCA have to reconsider its stand and deferred strike shall be revived.
