Vigilance Clearance: CVC Revises Proforma, Expands Details Required Under Point No. 7

In a significant update concerning vigilance clearance procedures, the Central Vigilance Commission (CVC) has issued Circular No. 01/03/26, revising the proforma used by Cadre Controlling Authorities for furnishing details of officers while seeking vigilance clearance.

The modification specifically pertains to Point No. 7 of the 13-point proforma, which deals with the posting history and vigilance-related status of officers.


Background of the Revision

The CVC had earlier issued Circular No. 06/02/24 dated 23.02.2024, introducing a 13-point proforma to capture departmental inputs on the antecedents of officers.

Point No. 7 of that format required details of positions held by the officer, including whether the officer had functioned as a Chief Vigilance Officer (CVO) in part-time or additional charge capacity during the preceding ten years.

The latest circular now modifies this provision to capture more granular and structured information.


What Has Changed in Point No. 7

Earlier Provision

Previously, Point No. 7 required:

  • Positions held by the officer
  • Whether the officer functioned as a CVO (part-time/additional charge)
  • Coverage: last 10 years

Revised Provision (New Format)

The revised Point No. 7 has been expanded into three distinct sub-parts:

7(A): Detailed Posting History (Last 10 Years)

Authorities must now provide structured information including:

  • Organization name (in full)
  • Designation and place of posting
  • Administrative/nodal Ministry or Department (especially for PSU officers)
  • Period of posting (From–To)

This replaces the earlier broad description with a tabular, more detailed format.


7(B): CVO Responsibilities

  • Whether the officer has functioned as a CVO in part-time or additional charge capacity
  • Full details must be provided

7(C): Suspension Status

  • Whether the officer is currently under suspension
  • Response required: Yes/No

Other Details in the Proforma

The proforma continues to require information such as:

  • Date of entry into service
  • Service, batch, and cadre details
  • Whether the officer is on any “Agreed List” or “List of Officers of Doubtful Integrity”
  • Vigilance-related history over the past 10 years, including:
    • Allegations examined
    • Punishments awarded
    • Pending disciplinary/criminal proceedings
    • Proposed actions
    • Pending vigilance complaints
