DISPARITY IN PAY UNDER CCS(RP) RULES

Will the Minister of Finance be pleased to refer to the answer to Unstarred Question 563 given in the Rajya Sabha on 17th February, 2023 and state:
(a) whether there is any other condition applicable other than conditions mentioned in Rule 7(10) read with Rule 10 and Rule 13 of CCS (RP) Rules, 2016 for stepping up of pay of senior employees, who were promoted before 01.01.2016 and whose pay were fixed under CCS (RP) Rules 2008 but drawing less pay than their junior employees who were promoted after 01.01.2016 and pay fixed under CCS (RP) Rules, 2016 after application of DoE’s OM dated 28.11.2019;
(b) if so, details of such conditions; and
(c) if not, relevant rules applicable in this regard?

MINISTER OF STATE IN THE MINISTRY OF FINANCE SHRI PANKAJ CHAUDHARY
(a) to (c): Pay anomalies between senior employees promoted before 01.01.2016 and junior employees promoted after 01.01.2016, arising out of Department of Expenditure’s O.M. dated 28.11.2019 are considered keeping in view the provisions of Rule 7(10), Rule 10 and Rule 13 of the CCS(RP) Rules, 2016 and also under guidelines issued by Department of Personnel & Training on stepping up of pay.
