Govt announces Performance Related Incentive Scheme for DAE employees

In line with recommendation of Sixth Pay Commission for granting of Performance Related Incentive Scheme (PRIS) to the employees of Department of Atomic Energy, Government has issued Office memorandum dated 5.05.09, for implementing PRIS.

The official release says keeping in view the need to reward the performance of the organisation and personnel in realising its objectives, PRIS is being introduced to the employees of Department of Atomic Energy.

Performance Related Incentive (PRI) is a variable component of the pay, which is awarded after the performance of individual/group/organisation measured against goals set for given period of assessment.

PRIS comprises of following components:

Organisational Incentive:

Organisational Incentive is to be awarded to all personnel of DAE, payable on monthly basis with effect from September 2008, based on achievement of set mission goals and review of overall performance of the organisation once in five years by the atomic energy commission.

For the period five years starting from September 2008, this Organisational incentive has been fixed at 20% of basic pay (pay in the pay band plus grade pay) as per another Office memorandum No: 1/1(5)/2008-SCS/285 dated 5.5.09 issued in this regard.

Group Incentive:

Group incentive is to be awarded to specific groups on an annual basis based on their achieving set targets in the high end R&D areas or innovative technologies or programmatic goals in a particular year.

Individual Incentive:

Grant of variable additional increments to deserving scientific and technical personnel at the time of promotion in recognition of individual meritorious performance with effect from 1st Jan 2009. Individual achievements will be considered and assessed by Departmental Promotional Committees (DPC) at the time of review for merit promotion.

    “The Koopmandook syndrome” …………
    Quite often I have come across postings in various blogs talking about our being “Koopmandooks” – suffering from the ‘frog in a well predicament’. To a large extent I think that is very true. Haven’t our lives been centered around that MI Room, ICU, acute medical ward, the labour room………..etc, quite ignorant and unmindful of the world around us ? I remember after the 4th CPC, we were given a pittance as NPA and what did we do ? We quietly lumped it because there was nothing much we could do as the person at M Block who was to make a noise, chose to keep quiet.

    Fortunately for us, the CGHS doctors went on a strike on it then, and the issue was resolved and we got the advantage ( enhanced NPA) as our professional terms of service are linked to the CGHS which means our NPA is to be at par with the CGHS doctors.

    That could bring us to another important point. If the CGHS doctors are in to the DACP, why not the fouji doctors? Are you listening Mr DGAFMS ? Or have you also chosen to maintain silence as your predecessor did over 20 years ago ? I think we need an answer.

    Coming back to the koopmandook syndrome that is prevalent……..which may be good or even bad at times – good because we are quite insulated from certain undesirable situations rampant in the civil side. Having come to the civvies street , I realized the unholy nexus that exists between the doctors, the pharma companies, the laboratories and scan centers and the hospitals and nursing homes in our day to day practice. The saddest part is that the person at the receiving end is the poor patient who has to cough up huge sums for tests and surgeries that are unwarranted. Can we imagine a similar situation in the fouji setup where in there is a nexus between the MO at the peripheral MI Room, the Command path lab, the Radiologist and the treating physician ! Never !That is the good part of being a koopmandook .

    Now let us come to the bad part. Has any one cared to find out the quality of drugs doled out of our AFMSDs ? A careful examination would reveal that many of the drugs including life saving injectables are manufactured by little known companies which have names such as “Star Pharma”, “King Pharma”, Le Pharma”, “KK Pharma” etc etc.While I am sure the Govt is paying for the best quality of drugs, we go in for cheap drugs from these little known companies gravely compromising on the quality. Why can’t we procure from the best names in the pharma industry – Glaxo, Merck, Torrent, Dr Reddy’s, Wyeth, Alembic, etc etc. This is where M Block is again involved. These guys at M Block are now no more the koopmandooks that they used to be once.

    While I can state with confidence that a majority of our specialist doctors are highly competent, they are unfortunately compelled to treat their patients with these kind of substandard drugs.. It is akin to asking a soldier to fight with his hands tied behind. I had a physician friend in an MH narrating an incident where in a young JCO was brought in with a Myocardial Infarction within 30 minutes of the onset. He administered him thrombolytic therapy – Streptokinase, but it just did not work for obvious reasons!! The mandarins at M Block have a lot of answering to do!!

  2. Nice initiative by the Govt. of India. But will it be granted to all the constituent units of Department of Atomic Energy including the aided institutions functioning under the aegis of DAE as autonomus bodies like AEES. This is what was not done during issue of UPDATE ALLOWANCE which was paid to all the constituent units except AEES which is an organisation which deals with providing basic education to the wards of DAE employees upto class 12 level. It was a great default as the teachers working under ISRO were paid UPDATE ALOWANCE and the teachers of AEES were denied this allowance. GREAT DISCRIMINATION in a Great Democracy.

  3. PRIS incentive should have been restricted to brilliant meritorious scientists and engineers.After the 6th CPC govt is simply showering money (dhan varsha) on govt employees. Even transport all to those living next door to office is nothing but a source of profit. The burden of such huge expenditure on salaries to govt employees will fall on the common man already struggling with inflation and huge taxes.

  4. It is observed that promotion is awarded to those who are favouring to superiors, let he or she be prone to work or not. Accordingly, they only be entitled for so called such a PRIS(I). Face looking such trend should be abolished. There are so many employees better that their superiors but running down years over year or suffering whole life. I feel such a personality almost in each and every division/group, superior is breaking chair by sitting, and favouring on their own will and prone to demoralize a talent, hard working and capable personality. Such type of tendency should be stopped immediately please.

Further to add that all PRISes are paid to those who are already getiing other benefits also like promotion, extra increments, allowances and other benefits. It is true, a winner of 400 m/min, will definitely win the run 200 m/min. But, here, this is totally different from running of an individual. Here is the case (say CR) being appraised by a power, sitting at higher post, based on which approvals are granted, let the higher authority be a less qualified personality like, Lt. Gyani Jail Singh, past president, Shri K. C. Pant, once an Education Minister, Head of Division/section (like ours), who never did a physical and technical work or contributed a little bit for fruitful result or paid a coin to a beggar in a lane during his entire life/service life, but doing dadagiri and chamachgiri. Accounts Division Pays blindly like a slave assuming that everything is right as a head has signed.

  7. DRDO is equally good or bad as DAE and ISRO. Then why has it been left behind. IITian have also been given preferential pay packages, quoting DRDO.

  8. I joined DAE in July 2010. Hence in financial year of 2010-11, I am completing only 171 days instead of the requirement of 175 days for getting PRIS. So now my attendance will start counting from April 2011 to March 2012 and then I will get PRIS from October 2012. In short, the service rendered by me during July 2010 to March 2011 is getting totally un-noticed for getting PRIS. Please suggest if anything can be done so that I can get the benefit of PRIS.
