Modified Parity as per 6cpc improved Pension benefits – Says Minister

The Minister of State for Defence Shri M.M Pallam Raju in a written reply in Lok Sabha has stated that several improvements have been made in pension of past pensioners.  He has stated that The pension of past pensioners have revised in accordance with recommendation of each successive Pay Commission, as accepted by the Government. The Sixth Pay Commission had recommended fitment formula and modified parity for past pensioners, in order to reduce the gaps, which were accepted by the Government.

Pension Improvement is an ongoing process and considerable improvements have been made in the pensions of armed forces personnel. The Group of Ministers (GoM) had in 2005 improved the pensionary benefits of PBORs. On the recommendations of PMO, a Committee was set up under the Chairmanship of Cabinet Secretary in June, 2009 to look into the issue of ‘One Rank One Pension and other related matters. After considering all aspects of the matter, the Committee keeping in mind the spirit of the demand, suggested several measures to substantially improve pensionary benefits of Personnel Below Officer Rank (PBOR) and Commissioned Officers, which have been accepted by the Government and orders for implementation of all the recommendations have been issued.

  1. Hoax! Pure blatant bluff. It is not “Modified Parity” but it is “Modified-Modified Parity” – because what was Gazetted as “MINIMUM OF THE PAY IN THE PAY BAND” has been implemented as “MINIMUM OF THE PAY BAND” for the Com Officers as wellas Civilians, among the affected pre 2006 pensioners of belonging to several pre-revised pay scales !

  2. Even after a recent CAT (Principal Branch) judgement upholding the Modified parity, it is doubtful whether the Government will implement the decision or go for appeal in Apex court. My past experience says that they always try to delay the inevitable.

  3. the circumstances that lead to introduction of modified parity and its enunciation by the FCPC where by the pre 96 pensioners have to be brought on par withpost 96 pensioners by notional fixation of pay and revise pension on par withpost 96 pensioners has have all been swept aside by the Govt.Modified parity as recommended by the FCPC and accepted by the Govt. envisages continuity in bringing parity in pensions of pensioners falling on either side of imolementation of pay committee recommendations. The recent Pr.Bench judgment does not through light on this aspect. All discussion is reg. pre2006 pensioners. Should not the pre96 pensioners be brought on par with post 96 (pre-2006) pensioners?
