OFFICE MEMORANDUM
Subject: GID (7) under Rule 10 of DFPRs- change in the process related to re-appropriation proposals.
This is in reference to Bud get Division, Department of Economic Affairs O.M. No.6(1)-B(D)/2023 dated 16th January, 2023 on the above cited subject while drawing reference to the extant provisions of Rule I0 of DFPR for re-appropriation of funds.
2. DEA has proposed to issue following instructions under above stated provisions of DFPRs for re-appropriation of funds in cases where supplementary demands have already been approved by the Parliament, so as to avoid duplicity/repetitive of works:-
(i) Ministries/Departments would not be required to seek approval of M/o Finance on re-appropriation proposals above Rs.5.00 crore in cases where supplementary demands have already been approved by the Parliament.
(ii) Re-appropriation proposals for augmentation of provisions by more than Rs.5.00 crore under Object heads like Stipends/Scholarships, contribution to international bodies etc. which do not attract provisions of NS/N IS and for which no Supplementary is obtained by the Ministries/Departments would continue to be processed by the Bud get Division for approval of Secretary (Expenditure).
3. In view of the above, it has been decided to incorporate the above revised norms for re-appropriation as new Government of India’s Decision (7) below Rule I0 of DFPRs.

RULE – 10
Government of India Decision(7)
The following may be added as new Government of India’s decision (7) below Rule 10 of the Delegation of Financial Powers Rules, 1978:-
1. Ministries/Departments would not be required to seek approval of M/o Finance on re-appropriation proposals above Rs. 5.00 crore in cases where supplementary demands have already been approved by the parliament.
2. Re-appropriation proposals for augmentation of provision by more than Rs.5.00 crore under Object head like Stipends/Scholarship, contribution to international bodies etc. which do not attract provisions of NS/NIS and for which no Supplementary is obtained by the Ministries/Departments would continue to be processed by the Budget Division for approval of Secretary/Expenditure.
