DOPT has issued draft guidelines for All India Services Officers for Counting of past service, admissibility in old pension scheme, new pension scheme, pay protection and leave accumulation etc.
DOPT has requested all the stake holders to send their comments on the procedure for empanelment and appointment of retired officers as the Inquiry Officers for conducting Departmental Inquiries within the stipulated period.
CAT, Jabalpur Bench ordered that no recovery of excess payment can be made from retired employees who are due to retire within one year of the order of recovery. Excess salary paid could not be recovered after retirement since such recovery is not in accordance with law.

The DoPT has asked all the departments to invoke provisions of Fundamental Rule (56-J) to compulsorily retire such officials. Under Fundamental Rule 56-J, the Government has the “absolute right” to retire, if necessary in public interest, any Group A and B employee, who has joined service before the age of 35 and has crossed the age of 50.
