India Post Launches Dedicated Marketing & Sales Vertical

The Department of Posts has announced the creation of a dedicated Marketing & Sales Vertical aimed at strengthening business development, improving customer engagement, and increasing revenue across its diverse portfolio of postal and financial services.

The new initiative, approved by the Competent Authority through an Office Memorandum dated 6 July 2026, establishes a structured and professional marketing framework for the first time, replacing the existing decentralized approach to business promotion.

Major Reform in Business Development

India Post operates one of the world’s largest postal networks, offering services ranging from mail and parcel delivery to Post Office Savings Bank (POSB), Postal Life Insurance (PLI), Rural Postal Life Insurance (RPLI), Philately, and various Citizen Centric Services.

According to the Department, despite its extensive reach, business promotion activities have so far been carried out without a dedicated organizational structure or specialized personnel. The newly created Marketing & Sales Vertical seeks to address this gap through a professional, target-driven system.

Objectives of the Marketing & Sales Vertical

The Department has outlined several key objectives for the new vertical:

  • Increase customer outreach for Mail, Parcel, POSB, PLI/RPLI, Philately and Citizen Centric Services.
  • Develop professional and customized marketing strategies for different customer segments.
  • Build a cadre-neutral marketing workforce by selecting officials based on aptitude and experience rather than their parent cadre.
  • Introduce target-based revenue generation supported by a performance-linked incentive mechanism.
  • Strengthen customer engagement through advertising, digital marketing, social media campaigns, customer surveys and field outreach programmes.

Three-Tier Marketing Structure

The Marketing & Sales Vertical will function through a three-tier organizational structure.

1. Assistant Manager (Marketing & Sales)

These officials will be drawn from:

  • Postal Assistants
  • Sorting Assistants
  • Lower Selection Grade (LSG) officials

They will function at the Divisional level and will be responsible for:

  • Conducting customer visits and business meetings
  • Product demonstrations
  • Institutional and corporate onboarding
  • Supporting local marketing campaigns
  • Collecting customer feedback
  • Achieving divisional revenue targets

2. Manager / Senior Manager (Marketing & Sales)

These positions will be filled by:

  • Inspectors of Posts
  • Assistant Superintendents of Posts (ASP)

Their responsibilities include:

  • Supervising Assistant Managers
  • Planning marketing strategies
  • Training field personnel
  • Monitoring performance
  • Coordinating media activities
  • Achieving revenue targets

3. Chief Manager / Assistant General Manager (Marketing & Sales)

These posts will be filled from:

  • Postal Service Group B
  • JTS/STS Group A officers

They will oversee regional and circle-level marketing operations, formulate business strategies, coordinate large campaigns, analyse business trends and provide strategic leadership.

Directorate-Level Marketing Division

A centralized Marketing Division at the Directorate level will guide the new vertical by:

  • Designing national marketing strategies
  • Developing campaign materials
  • Standardizing branding and communication
  • Creating digital marketing content
  • Monitoring campaign performance through MIS
  • Developing performance evaluation metrics
  • Coordinating Government-to-Government outreach
  • Planning IT infrastructure required for marketing personnel

Mass media and digital campaigns will continue to be planned centrally, while Circle and Divisional offices will focus on field execution.

Selection Through Interviews

Appointments to the Marketing & Sales Vertical will be made through an interview-based selection process.

The Interview Board will comprise:

  • A Senior Administrative Grade (SAG) officer as Chairperson
  • A JAG-level officer
  • An external marketing expert, preferably from a reputed MBA institution

Candidates will be evaluated on parameters relevant to their level, including:

  • Communication skills
  • Product knowledge
  • Customer handling ability
  • Leadership qualities
  • Marketing experience
  • Digital literacy
  • Performance records
  • Educational qualifications, including MBA or Diploma in Marketing where applicable

Tenure and Service Conditions

Officials selected for the Marketing & Sales Vertical will serve an initial three-year tenure, extendable by up to two additional years based on performance and administrative requirements.

The Department has clarified that:

  • Officials will retain their lien and seniority in their parent cadre.
  • Selection to the vertical will not amount to cadre restructuring or permanent promotion.
  • Officials may be reverted to their parent cadre in cases of unsatisfactory performance, administrative exigencies or failure to meet assigned responsibilities.

Mandatory Training Programme

All selected officials will undergo compulsory induction training before assuming their new responsibilities.

Training will be conducted through:

  • Postal Training Centres (PTCs)
  • RAKNPA Ghaziabad

The curriculum will cover:

  • Product knowledge
  • Marketing and negotiation techniques
  • Digital marketing tools
  • Data analytics and reporting
  • Social media campaigning
  • Advertising strategies
  • Customer engagement techniques

The Directorate will develop standardized training modules for implementation across all Postal Circles.

Performance-Linked Incentives to be Introduced

The Department has also indicated that officials working in the Marketing & Sales Vertical will be eligible for performance-linked incentives based on revenue generated beyond prescribed thresholds.

However, detailed guidelines regarding eligibility, incentive structure and payment modalities will be issued separately after finalization of recommendations made by the High-Power Committee.

Implementation Across Postal Circles

All Chief Postmasters General have been instructed to operationalize the Marketing & Sales Vertical in their respective Circles. They will determine the number of marketing personnel required based on business potential, operational needs, geographical coverage and population served.

Necessary office space, manpower and IT infrastructure, including laptops and tablets where required, will also be provided to support the new vertical.
