Sub.: Reservation to Persons with Benchmark Disabilities (PwBDs) in promotion from Group ‘C’ to Group ‘B’ posts — clarification regarding.

Ref.: Board’s letter no. E(GP)2022/2/20 dated 18.08.2022.

Attention is invited to Board’s letter dated 18.08.2022 under reference whereby instructions circulated vide DoP&T’s O.M. No. 36012/01/2020-Estt. (Res.-Il) dated 17.05.2022 regarding grant of reservation to PwBDs in promotions were adopted mutatis mutandis for promotion from Group ‘C’ to Group ‘B’ posts in Railways. In this regard, references have been received from a few Zonal Railways seeking clarifications regarding carrying forward of reservation due to non-availability of suitable PwBD candidates.

2. The matter has been examined in consultation with Reservation Directorate of Board’s office. Accordingly, it is clarified that keeping a vacancy unfilled on account of non-availability of suitable PwBDs in the current selection is not in order as reservation for PwBDs being horizontal in nature, there is no prior earmarking of community. Thus, the earmarked vacancies of all categories (SC, ST and UR) are to be filled up irrespective of the fact whether PwBD reservation is filled or not, and only the reservation for PwBDs is to be carried forward.

3. This also disposes South East Central Railway’s ref. no. P-HQ/CON/452/Mech 70%/e-68025/130 dated 19.03.2024 and Banaras Locomotive Works ref. no. BLW/GMP/RP Cell/Corres to RB dated 01.04.2024.
