Sub: Test of Remunerativeness for Projects that relate to improvement in security and welfare of RPF/RPSF staff.
One of the Railways has raised an issue of Test of Remunerativeness for the works related to RPF/RPSF which include construction of RPF/RPSF posts/outposts/barracks/CCTV. It has been pointed out that the value of security provided can neither be calculated in financial terms nor the rate of return can be arrived at.
2. The matter has been examined in consultation with Security Directorate of Board’s office and it has been decided to exempt the works mentioned in previous para related to security and welfare of RPF/RPSF staff from the test of remunerativeness, even if charged under Capital, if these are proposed as independent works.
3. This issues with the approval of Board (MF).
