Sub: Promotion of the staff working in CORE without compelling them to physically join in their railway.
AS the Railway administrations are aware, at present target based speedy electrification is going on over Railways by CORE. To complete this huge target of electrification, the availability of staff is absolutely necessary. CORE is manned by staff taken from Zonal Railways who have their lien on the Zonal Railways. Due to the stiff targets for the electrification projects, CORE is facing difficulty in sparing the staff to their parent Railways to physically carry out their promotions. Similar difficulty is being faced at the time of transfer of lien of the staff from one Zonal Railway to another, with Zonal Railways insisting on relieving the staff for affecting the lien transfer etc.
Keeping in view the stiff targets set by the Board for completion of the electrification projects, Railways are requested to consider as far as possible, the requests of CORE for not insisting, on the physical repatriation of employees in CORE, on their promotion or when their lien is fixed /transferred to another Railway.
