RESERVATION IN PROMOTION
567 SHRI B. LINGAIAH YADAV:
Will the PRIME MINISTER be pleased to state:
(a) whether the Department of Personnel and Training (DoPT) has asked all union government departments to collect data on inadequate representation of Scheduled Castes and Scheduled Tribes before implementing the policy of reservation in promotion in government offices; and
(b) if so, the details thereof and the present status thereof, State-wise?

MINISTER OF STATE IN THE MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS AND MINISTER OF STATE IN THE PRIME MINISTER’S OFFICE (DR. JITENDRA SINGH)
(a) & (b): In pursuance of Hon’ble Supreme Court judgment dated 28.1.2022 in the matter of Jarnail Singh and Ors. Vs. Lachhmi Narain Gupta and Ors., Department of Personnel and Training, vide its Office Memorandum No.36012/16/2019-Estt(Res) dated 12.4.2022, has advised all the Ministries/Departments of the Central Government to comply with certain conditions before implementing the policy of reservation in promotion which, inter alia, include collection of quantifiable data regarding inadequacy of representation of Scheduled Castes (SCs) and Scheduled Tribes (STs) and application of this data to each cadre separately.
In the aforesaid Judgment, Hon’ble Supreme Court has held that for the purpose of providing reservation in promotions, the data to assess the representation of SCs and STs has to be collected with respect to each cadre.
