APAR of CSS Officers-Communication of entries
It has come to notice of DOPT that in some cases the original APARs are being handed over to the concerned officers for representation if any.
The department O.M dated 14.05.2009 provides for communication of the full APAR to the concerned officer after the report is complete which means that a copy of the APAR is to be communicated for representation, if any.
It has not been provided that the original APAR is to be handed over to the concerned officer for representation.

Some organisations have impemented the APAR but have not prepared the proforma. They are giving the same ACRs with anme changed to APAR. Old wine in new bottle.
How to get out out of this. Could a comprehensive APAR be prepared by DOPT for various categories of employees?
