Office Memorandum

Sub: Acceptance of Rupay Credit/Debit Card along with Unified Payment Interface (UPI) and Bharat interface for Money (BHIM) for collection of Government Revenue.

Reference is invited to this office OM No. S-11012/3/(1 /DP/WC/2017/GBA/5673-5828 dated 30.11.2017 and S-11012/3(1)/DP/ WC/2017/GBA/5122-5275 dated 10.08.2017, wherein guidelines for use of BHIM/UPI was issued for collection of Government revenue and all the Ministries/Departments were requested to make use of BHIM (as a preferred option) / UPI facility for payment of Government revenue by the public.

2. Earlier an OM was also issued vide this’ office OM No. 1(1)/2006/ECS/TA/165 dated 28.03.2016 where in guidelines for payment of Government money into the accredited bank branch of the Ministry /Department of the Ministry / Department through Debit/Credit Cards and Net Banking facility subject to the conditions given in the Office Memorandum.

3. Bharatkosh/NTRP has also been enabled to accept receipts through Debit/Credit Cards (including Rupay card), Net Banking, UPI/BHIM. Ministries/Departments may give wide publicity to the facilities available through Bharatkosh.

4. All the Ministries/Departments are requested that Websites/ Payment Portals functioning for them must enable all the digital payment modes i.e. UPI/BHIM, UPI/BHIM QR codes, Debit Card/Credit Card (including Rupay Cards) and Net Banking in order to give wider acceptance of digital modes of collection of Government revenue.
