Sub: Direct Recruitment quota in Technician Gr.III in Loco Sheds/EMU Sheds.
ECoR vide their letter No. ECoR/EL/E/418/05 dated 03.08.2022 (copy enclosed) has raised the issue that with the introduction of higher levels of technology in modern locomotives both diesel and electric, it is essential to have highly skilled and talented staff in terms of their educational qualification so that they can handle the maintenance properly. By increasing promotional quota from 25% to 50% vide RBE 113/2019, the skill level, talent level and educational qualification level has been diluted because the people recruited through RRB generally are of highly meritorious candidates than those who get promoted from Group-D (Level-1). This is causing a handicap in the maintenance of locomotives particularly in maintenance of the quality. ECoR has requested to restore the direct recruitment quota in Technician Gr. III of Loco Sheds/EMU Sheds as well as TL/AC and TRD to 50% as existed earlier.
It is requested that your Railway’s detailed comments in the matter may please be furnished to this office at the earliest to enable further necessary action being taken in the matter.
