Rotational Transfer of Section Officers with more than Seven years service in the same Ministry / Department

Department of Personnel Grievances and Pensions, Ministry of Personnel, Public Grievances and Pensions has proposed for Rotational transfer Section Officers of Central Secretariat Service who have completed Seven years or more in the same same Ministry/ Department as on 1.1.2012.

List of regular / ad-hoc Section officers to be covered under RTP during December 2012/January 2013 after excluding those officers who are due to superannuation within two years are enclosed in Annexure -I and Annexure II.  The list does not include officers due for superannuation upto 31.12.2014 as officers within two years of superannuation are excluded from the purview of Rotational Transfer Policy applicable to CSS officers.

The Officers indicated in the list are also requested to indicate their preferences for posting in the enclosed format (Annexure-III) which should reach CS.I Division by 20.12.2012.

Subject : Rotational Transfer of Section Officer of CSS with more than 7 years of Service in the same Ministry / Department

The undersigned is directed to refer to this Department’s OM No 4/12/2011-CS-I (D) dated 02nd March 2012 vide which DOP&T had decided to implement Rotational Transfer Policy (RTP) in all grades of CSS. The first order in the Grade of Section Officer was issued vide O.M.No: 6/10/2012-CS-I(S) dated 10th May 2012 transferring 302 Section Officers who had covered more than 16 years of service in a Ministry /Department. It has now been decided with the approval of Secretary (P) to transfer all Section Officers, who have completed more than 7 years as on 01st January 2012 in two lots one by 31st December 2012 and Second by 31st January 2013.

2. List of regular / ad-hoc Section officers to be covered under RTP during December 2012/January 2013 after excluding those officers who are due to superannuation within two years are enclosed in Annexure -I and Annexure II.

3. Ministries / Departments and officers concerned may check the enclosed information and bring to the notice of the Department urgently if any other Section Officer with more than 7 years of Service (excluding those who are due for superannuation within two years as on 01st January 2012 has been left out or if there is any other error / omission in the list.

4. The officers indicated in annexure are requested to indicate their preference for posting in the enclosed format Annexure-III which should reach CS-I Division by 20th December, 2012. It may be noted that seeking option is only for the purpose of assisting this Department in deciding the posting and this should not in any way be construed as a right for claiming posting of choice. 5. Data Collection for Web based Cadre Management: As Ministries / Departments are well aware, this Department is in the process of launching web based management in respect of CSS Officers shortly. While data in respect of majority of CSS officers has already been received. Some ministries / Departments have not completed this task despite repeated reminders. They are advised to complete this task immediately, and while forwarding information of Section Officers who are covered in this round of rotational transfer, it should be confirmed that data in respect of them has been furnished for the web based cadre management.
