Leave Travel Concession (LTC) for CG Employees – FAQs
LTC or Leave Travel Concession, is one of the most commonly used facilities provided to a CG employee.
At the same time a lot of queries are raised regarding certain aspects of the provision.
Here is a list of some of the most Frequently Asked Questions regarding LTC.
Hometown is the place declared by the employee as his home town
LTC to home Town is available for once in two years. i.e once in a block of two calendar years, such as 2008-2009, 2010-2011 and so on.
The leave travel concession to any place in India shall be admissible irrespective of the distance of the place of visit from the headquarters of the Government servant, once in a block of four calendar years
LTC is allowed for journey to “Home Town” once in a block of two years and “Any place in India” once in a block of four years in lieu of any one of two Home town LTC. In other words, in a block of 4 years a government at the maximum can either avail one home town LTC and one All India LTC or two home town LTC.
Leave travel concessions shall be admissible on completion of one year’s continuous service Fresh recruits to central government may be allowed to avail 3 home town LTC and one All India LTC in lieu of one home town LTC. This concession is entitled to them for first two block years of four years.
Government officers are allowed to encash ten days of earned leave at the time of availing of LTC and to the extent of sixty days during the entire career. The leave encashed at the time of LTC will not be deducted from the maximum amount of earned leave encashable at the time of retirement. It is further clarified that where both husband and wife are Government servants, the present entitlement for availing LTC shall remain unchanged, and encashment of leave equal to 10 days at the time of availing of LTC will continue to be available to both, subject to a maximum of sixty days each during the career.
The hometown once declared and accepted by the controlling officer shall be treated as final. In exceptional circumstances, the Head of the Department or if the Government servant himself is the Head of the Department, the Administrative Ministry, may authorise a change in such declaration provided that such a change shall not be made more than once during the service of a Government servant.
A Government servant who is unable to avail of the leave travel concession within a particular block of two years or four years may avail of the same within the first year of the next block of two years or four years.
Yes. Provisional LTC claim to the extent of 90% of estimated fare can be received as LTC advance.
Where a Govt. servant traveling by road takes a seat or seats in a bus, van or other vehicle operated by Tourism Development Corporations in the Public Sector, State Transport Corporations and Transport services run by other Government or local bodies, reimbursement shall be either the actual hire charges or entitled class by rail by the shortest direct route, whichever is less. Reimbursement shall not be admissible for journey by a private car (owned, borrowed or hired), or a bus, van or other vehicle owned by private operators.
As per OM No.7(1)E.Coord/2009 dated 22nd March, 2010 austerity measures will remain in place for travel by air (where admissible) on LTC, which would continue to be restricted to economy class irrespective of the entitlement. Also travel by private airlines has also been restricted as far as LTC is concerned. However, travel by air using private airlines while performing tour to North Eastern Regions on LTC has been permitted.
No. As per the OM No: 31011/4/2007-Estt (A) dated 2.5.2008, relaxation for travel by air to visit to NER is valid till 1.5.2010.
No. As per the OM No: 31011/4/2007-Estt (A) dated 2.5.2008, Group A and Group B employees will be entitled to travel by Air from their place of posting in the case of tour to NER availing LTC. Other categories of employees will be entitled to travel by air to a city in the NER from Guwahati or Kolkota.
Yes. As per the OM No: 31011/4/2007-Estt (A) dated 2.5.2008, all central government employees will be allowed conversion of one block of Home Town LTC into LTC for destination in NER. This relaxation is irrespective of the availment of all India LTC previously by the employee in the same block year of 4 years. For example, if an employee availed All India LTC in lieu of home town LTC in the first block consisting of two years, he is eligible to avail LTC to NER in lieu of Home town LTC available in the second block consisting of two years
No. If parents are not wholly dependent on the government servant, they are not entitled for any LTC.
LTC 80 is a scheme offered by Air India for booking air tickets when central government officers avail LTC. Prior to July 2009, tariff under LTC 80 was very significant as officers were allowed to travel in private airlines while claiming LTC. In such cases rates under LTC 80 were reimbursed to officers irrespective the amount spent by them for travelling in private airlines. However, after July 2009, travel by private airlines while proceeding on LTC is not allowed and further officers are allowed to claim only the economy class airfare or LTC 80 rates.

In normal parlance home town is a place where the government servant is born. However it may not be applicable to many as we would have shifted to other places from the place of our birth due to various reasons. The following guidelines provided by govt which are not exhaustive could be useful for deciding the home town. But it’s clearly stipulated that the decision of the Controlling Officer whether or not to accept such place as the hometown of the Government servant shall be final.
a. The place declared by Government servant is the one which requires his physical presence at intervals for discharging various domestic and social obligations, and if so, whether after his entry into service, the Government servant had been visiting that place frequently.
b. The Government servant owns residential property in that place or whether he is a member of a joint family having such property there. His near relations are resident in that place.
c. Prior to his entry into Government service, the Government servant had been living there for some years.
d. Where the Government servant or the family of which he is a member owns a residential or landed property in more than one place, it is left to the Government servant to make a choice giving reasons for the same.c. d.
When husband and wife both are Govt. servants, they could, at their option, choose to declare separate hometown and both of them may claim the concession separately under the normal provisions of CCS (LTC) Rules in respect of the members of their respective families subject to the condition that if husband or wife avails the facility as a member of the family of the other, he or she will not be entitled for claiming the concession for self independently. Similarly, the children shall be eligible for the benefit in one particular block as members of the family of one of the parents only.
A Government servant who declares, subject to the satisfaction of the Controlling Officer, that his hometown is outside India, will also be entitled to the leave travel concession for visiting his hometown. LTC in such a case will be limited to the fares for journey up to and from the railway station (by the shortest route) nearest to the hometown or the railway station for the nearest port of embarkation/disembarkation in India.
Where a Government servant and his family perform journeys separately, there is no objection to his presenting separate claims. In each case, however, the claim should be for both outward and inward journeys.

No. As per the OM No: 31011/4/2007-Estt (A) dated 2.5.2008, relaxation for travel by air to visit to NER is valid till 1.5.2008.

FAQ on LTC was really worthy to read. You may kindly provide your view on the following query.
QUERY: No.1. Is there any time gap required for availing two LTC (LTC-hometown adn ALL India.)QUERY No.2: Can two LTCs can be availed in the same year. Eg. HOme town LTC in Aprl.2010 (for the block year 2008-09 extended upto Dec.2010) and All India LTC in Aug.2010 – for the block year 2005-2009 (ext. upto Dec.2010).
Query No: 1: We will try answer your query through an example.
Suppose home town block years are 2006-07 and 2008-09 and All India block year would be 2006-09. If you had availed home town LTC during the year 2006 you can avail another home town LTC or All India LTC during the year 2008, 2009 and 2010 (during the extended period of one year).
Query: 2: Two LTCs could be availed in the same year when one LTC pertaining to previous block year which is extended up to one year and the other in the same year but relevant to the present block year
How about new recruits who get 3 home towns and one all india in the first two block years. Can they use two left over LTC’s, one home town and one all India at a gap of one month. Let’s say one in the first week of October 2010 and the other in november 2010
Pertaining to answer of quary no.2 above. Is there any merit of availing two LTC in the same year i.e. if I carry over ‘Any where India’ LTC pertaining to block 2006-2009 which I claim in december 2010 and at the same time I claim Home town LTC for the block 2010-2013 in March 2010. Could I do this?
I remember that there was a circular allowing NE travel in lieu of home town LTC. But it was allowed only upto May 2009. Under answer to Q.14, a circular of 2008 has been mentioned according to which travel to NE is allowed. please clarify if thisis correct and valid as in 2010 also.

To Avail the LTC Facility by Air with 02 Year Old Child

With due respect I wish to say that, I would like to avail the LTC facility with my wife and two year old child. In connection to this, I would like to draw your kind attention:
i). My Pay Band is PB3(Rs.15690-Rs.39100)and Grade pay Rs.5400.
ii). In this pay band I am entitled to avail the Economy class air fare (Vide OM No. 19030/3/2008-E.IV, Dated 23th September 2008).
iii). Family members are also eligible to avail the facility of the LTC on the entitled class i.e. Economy class air fare (Vide OM No. 31011/4/2008/-Estt(A), Dated 23th September 2008).
iv). Airlines charge fare for more than two year child.
In this concern I would like to know whether my child is also eligible to travel in flight with us for the entitled class ?

There is a problem. Whether Government servants live in Bahadurgarh, Gurgaon, etc. which fall under National Capital Region of Delhi are entitled to conversion of Home-town to North East Region?
If the home town declared by you is your present place of posting, facility converting home town LTC in to LTC to NER can not be availed
Travel by air to NER under LTC is extended for two years wef 1st May,2010. Whether the conversion of one block of home town LTC to travel to NER is prevailed as per earlier order 2nd May,2008.
A clarification has also come in this regard. Conversion of one block of home town LTC to to travel to NER is permitted as per this clarification

There is a provision for availing home town LTC in the manner explained by you. But there is no provision to go abroad availing all india LTC

no such restriction in commencing your LTC journey in a calander year. These blocks are totally different and as far as LTC concerned “block years” are relevant and not “calander Year”. There is a Govt of India decision stating that you can avail concurrently two different blocks. that is on completion of one LTC’s inward journey of a block, you may start a new journey immediately, of a new block.

as per LTC Rules only fares from Hq to destination & back is eligible. IRCTC package will not be fully reimbursable. So get separate Air fare tickets etc from the package operator. If a consolidate bill given as package it is cumbersome to get it reimbursed from your Admin/PAO.

If you availed home town LTC in the year 2009, then it’s relevant to home town block year 2008-2009. In that case you can not avail All India LTC for the LTC block 2006-09, during the year 2010

i had visited gangotk after availing LTC for NER in lieu of Home Town Block year 2008-09. I hired a taxi operated by Iceland Tours and Travel Pvt Ltd, SNT Bus Station, Gangtok ,from bagdogra airport to Gangtok. The particular operator is approved and recognised by Department of Tourism, Govt of Sikkim,. As per revised LTC orders travel by taxi is approved where two places are not connected by rail and taxi operates from point to point with the approval of State govt. Bagdogra and Gangtok are not connected by rail and taxis operate on regular basis with the approval of State Govt from one location to the other. Please clarify if the amount spent on hiring the taxi will be reimbursed to me.

You have already availed LTC during 11/09 in 2006-09 block so extended period is not available . Non availing in due time will not give you that entitlement. However, your LTC/HTC eligibility for the block 2010-2013 is open to you. Don’t miss it

Where from you got the order indicating that travel by private airlines on LTC to north eastern regions is permissable. These type of irresponsible comments posted in the website unnessarily vitiate the atmosphere in the central government offices. So be responsible in reporting and interpreting government orders.

kindly go thro the clarifications issued in regard to the NER LTC concession dated 14/05/2008 under point 3.
As per the same Pvt air fare is fully reimbursable for the entitled officers i.e gr a & B including gr B (non gazetted). Further as per OM dated 11/03/2010 LTC availed through pvt airlines by non entitled officers are also allowed as the fare should have to be restricted to entitled train class fare. So our FAQ 11 is correct as per the extant orders

Not possible as you have availed your 2006-2009 quota of HTC 2 times and therefore no extension. So you are entitle for either HTC/LTC(AI) for 2010-2011 bloc and another HTC/LTC(AI) as the case may be, in 2012-2013 only.

All orders indicates that hometown LTC can be converted in NER.

No confusion at all. there are 2 ways to avail NER concession for all . one is by availing AI to NER. the other one is by conversion of Home town to NER. But as your home tow and HQrs are one and the same You cannot avail the option 2 i.e no conversion of home town.BUT you can avail All india LTC by AIR to NER. Avail and enjoy.

Since LTC to NER by air has been extended till 2012, you can utilise the home town LTC for the home town block year 2010-11, as travel to LTC by air

As per LTC to North East Region are the 7 states only included or is places like Darjeeling in West Bengal included. The nearest airport to Darjeeling is Bagdogra. So is airfare from Kolkutta to Bagdogra by any airlines eligible for all employees.

suppose a government servant avails LTC advance for self and family and could not submit the claim in time and thereby foregoes his claim and remits back the advance along with penal interest. Does it forebids him from availing the LTC of the block for which he foregone the claim.

I am presently working in Siliguri. I want to go to Puri by Train in LTC. There is only one train for Puri i.e. Kamkhayaguri-Puri Express (weekly) via NJP/Siliguri and Kolkata. In this train there is no 2 AC class. Only sleeper and 3AC class are there. I’M entitle for 2AC which I want to avail. Can I travel in 2AC class by breaking my journey i.e. from NJP to Kolkata and then Kolkata to Puri. During 2006/09, in view of pendency of earlier LTC bill, I could not avail the L./T.C, but could avail the LTC any where in India during June 2009 after the settlement of LTC T.A bill for the block year 2002/05. No, this will not be allowed. It is required to get approval of the competent authority before commencement of the outward journey in case of change of the place of visit.

your AO is correct. The two year block 2006-2007 extended for home town LTC only to 2008 but you have availed All india LTC in 2008. So no more HTC chance in that 2006-2009 block

I am an STS Level Officer (Group A) working as Chief Accounts Officer in BSNL ( A Central PSU) which follows LTC rules of Central Government. The LTC Encashment relaxation etc has been introduced in our company also a couple of months back. When applied for encashment of LTC for 10 days while availing LTC for my family (I have availed for the block), It was turned down by my DGM(Finance) on the context that I should be in a position to avail the LTC, If not, encashment of LTC will not be admissible for family. This is the first time I have applied for encashment and all my family members have availed the LTC except me. Is the Finance officer correct ? Please clarify.

while availing Home Town LTC the outword journey ticket was booked for the station 150 km beyond HT enroute. However, the inword journey ticket was taken for the stations HT to HQ. Bothway’s journey was perform accordingly. Now while submitting the LTC claim i have claimed the amount of tickets in full which has been objected to by my office on the ground that how i reached the home tome to return from there to the HQ station. Please enlighten me whether the employees who have their home town in Delhi and are posted in delhi can avail Srinagar LTC to travel by air in lieu of their AI LTC?
There is no bar in travel by Air to Srinagar from Delhi under All India LTC based on special concession provided for travel by Air to Srinagar in the case of LTC. However, if your Home town is Delhi you are not entitled to convert the remaining one home town concession available in a particular block to Travel to NER or Jammu and Kashmir. The bottom line is you can utilise your All India LTC and travel once in a LTC block of 4 years to Jammu by air based on the special concession
I would add here that in all India LTC case, you would be entitled to the mode according to your Grade Pay only. For example, if you are otherwise not entitled for air fare, air journey will be subject to limit to the entitled mode of travel.

Please refer the above amendment in Rule 8 of LTC Rules consequent on 6cpc implementation. A new recruit is entitled for 3 home town LTC apart from one All India LTC, in a block of 4 years. This special concession is applicable for 2 blocks of 4 years (i.e for the first 8 years)

Yes it’s permissible
Visiting up to Gangtok only is not tantamount to “change in destination”, as Gangtok is an en route station. Although no intimation to the controlling authority is necessary, however, the controlling officer has to convince himself/herself that the situation was beyond the control of the Govt servant.

There is a restriction is the special concession order of converting Home town to NER/J&K by air, to the extent that this concession for each of these two places is available once in a LTC block of 4 years.

I am a STS officer in DOT and eligible Taxi , I have availed all India LTC & visited Nathula (Gangtok) for which I hired Taxi approved from Sikkim Tourism Department,from Gangtok to Nathula for to and fro journey, as no other means of approved transport is available there. The Travel agent has given a bill for this journey and charged Rs. 6700/- which I submitted to Sikkim Tourism Department office at Gangtok who has issued me a certificate stating the name of travel agency as an approved agent. As per contention of my office the payment of this taxi charges is not admissible as bill is not given by Skkim Tourism Department. Kindly intimate whether payment of taxi bill is admissible for this journey and under which order/Rule.

I have booked Tickets of Air India form Delhi to Srinagar through ‘Make My Trip’ for LTC. The fare charged by ‘Make My Trip’ is much lower than the fare shown by websites of Air India or Balmer Lawrie. Whether I would get reimbursement from my office?

If you have joined in your home town as per the transfer order and going to start your LTC journey from there, you have to revise your LTC intimation as AI LTC. Otherwise you can plan your Relief/joining after the LTC tour, no problem. Mere transfer Order will not change your HQ. Only physical Relief/Joining will only decide the status of HQ

I availed Anywhere in India LTC for current block year from New Delhi to Baba Amarnath Yatra (Srinagar) and performed the Yatra with my wife from New Delhi to Srinagar by Air India. and further from Baltall to Pavitra Gufa by pony. I paid the pony charges Rs. 2500/- per person to and fro. These are J & K Govt. approved rates. My office is refusing to sanction the pony charges. I request you to kindly let me know:
1. the rules regarding admissibility of pony charges.
2. How much amount is admissisble to me (Per person), in actual, according to LTC rules. Regards.

If your place of posting and home town are one and the same, you will not be entitled to convert home town LTC to LTC to NER

I am a Gr B. Gazetter Officer working in CG. I went on LTC to NER(Shillong) on All India LTC by Air from Hyderabad to Kolkata then kolkata to Gouhati (AIR) in 2012. Ist time I went on LTC to Gangtok by converting my Home Town in the year 2010,. My Grade pay is Rs. 4600. Our Audit people says that only 5400 Grade pay employees only eligible for flight from Hyd. to Kolkata Mentiioning CGDA Lr. No, AN/XIV/14162/VIth CPC/Circular/Vol-IV dt. 27.01.2012. Whether it is correct that only 5400 GP employees can travel by AIR from Hyderabad to Kolkta. Kindly clarify the same… urgent

No. if you want to avail two home town LTC it should have been availed either in 2010 or 2011. You can avail one home town LTC either in 2012 or 2013

I am, Rajeshwar Singh, PGT-Geography in Jawahar Navodaya Vidyalaya, working at the Grade pay Rs.4800. I have availed LTC-80 (By Air) for J&K between 30th May and 7th June 2012. In this connection I need a few following clarification specially about the reimbursement of LTC-80 fare and Road transport charges-
1- My agent booked Air tickets Delhi to Srinagar and Jammu to Delhi for me, my wife and daughter, through SAINT TRAVELS, New Delhi by purchasing from Kingfisher Airlines at Cost Rs.8057/- per person. But he (agent) provided me manipulated ticket, (not original). that reveals Air fair Rs. 16448/- per person. I have submitted the same manipulated tickets to my office Please Clarify what amount per person is reimbursable to me.
2- I traveled from Srinagar to my destination (Gurez) and back, later on from Srinagar to Jammu, by booking a taxi from Sikkim Tourism Development corporation, New Delhi @ Rs. 16/- per KM. What will be reimbursed to me for this, since distance between Srinagar to Gurez and Srinagar to Jammu is 130 Km. and 300 Km. respectively.
Further, It is requested to mention Name, Designation, Address of office and Contact No. of the Officer who will reply the said quires.
Point No: 1 :- LTC 80 fare is reimbursable though traveled by Private Airlines. The relaxation is available only LTC to NER and J&K. By the way original tickets are to be submitted to Department and the same is subject to verification
Point No: 2: Applicable Road Milage will be Rs.16 per KM. Check this OM

My name is Bhaskar. Im presently working in Navy as a civilian under Western Naval Command. Im under probation period and it gets over after 6 months. I got married recently and my wife is also working in Navy as a civilian under Southern Naval Command. Now i wish to get transferred to Southern Naval Command. I have put up my Transfer Requisition file citing the rules of “Posting of Husband and Wife at the same station” as per Dept of Personnel and Training F. no. 28034/9/2009.Estt(A). One of my officer says that a replacement is required and another says whether im eligible or not?
My question is this…….
1. Is replacement really necessary or required when im applying for transfer under this scheme?
2. Nowhere in the Transfer order letter i.e F.no. 28034/9/2009.Estt(A). says anything about probation period. It also mentions that husband and wife should invariably (mandatory) be posted at the same station.

Sir my dougther completed 5 yr on 12/05/2015 i have applied for LTC encashment in june 2015. But my office staff staff says that you child is completed 5yr in this block yr(2012-2015) so she is not entitled for LTC for this block year.
