LTC Rules – Relaxation to travel by private airlines to visit Jammu & Kashmir
In order to promote tourism in North East Region, Jammu and Kashmir and Andaman and Nicobar, Central Government Employees who are not entitled to travel by air and availing LTC to travel to these regions have been allowed to travel by Air India Flights. Now, relaxation has been given to travel by private airlines in respect of J&K

Relaxation to travel by airlines other than Air India while availing LTC will be granted only in exceptional circumstances. Non availability of Air India Flight or Seat on a particular on a particular day or time will not be considered a reason for relaxation
LTC to Jammu and Kashmir by Private Airlines – DOPT extends the relaxation
As DOPT order for allowing employees not entitled to Air Travel to travel by Air NER, Jammu and Kashmir and Andaman & Nicobar Islands (A&N) using LTC expires on 25.09.2016, this relaxation is issued till that date
LTC 80 Air Fare with effect from 1st April 2016
Employees drawing grade pay of 5400 and above are entitled to travel by Air. All employees can travel by Air to NER, J&K and Andaman and Nicobar Islands
Good News! Now Non-entitled CG Employees can Claim LTC on Air Travel
The Ministry of Personnel had recently eased norms for processing claims of LTC — which allows grant of leave and ticket reimbursement to eligible central government employees to travel to their home towns and other places.
Air Travel on LTC or Tour – Guidelines

Air India LTC-80 Fare with effective from December 2015
Central Government Employees will be eligible for LTC only if travel by Air India Flights after purchasing LTC-80 Tickets. Only on exceptional circumstances such as non-availability of Air India Flights etc travel by Private Airlines would be allowed for reimbursement under LTC
West Bengal State Govt Employees can fly abroad availing LTC
West Bengal State Government has issued orders for allowing its employees to travel specific foreign Countries by availing Leave Travel Concession. West Bengal State government Employees can now travel Thailand, Singapore, Malaysia, Myanmar, Sri Lanka, Bangladesh, Pakistan, Nepal, Bhutan and Maldives or within the Country
Air India LTC 80 Air fare with effect from 1st October 2015
Central Government Employees would be eligible for reimbursement of LTC for Air Travel only if Air India LTC 80 tickets are purchased except when no Air India Flights are available
Booking of LTC Air Tickets allowed only through Authorised Agents – DOPT Clarification
DOPT clarifies that relaxation sought for booking LTC air tickets through other travel agents who are not authorised, is to be avoided and that administration has to convey employees at the time of granting LTC Advance
