Sub: Transfer of Non-Gazetted staff from one department to another department- Reiteration of instructions for delegation of powers to DRMs & Chief Workshop Managers.

As the Railway administration are aware, in terms of extant instructions power stand delegated to the Divisional Railway Managers (DRMs) and Chief Workshop Managers (CWMs) to transfer non-gazetted railway employees for divisional controlled posts / workshop controlled posts.
Some instances have come to Board’s notice that though DRMs/ CWMs/ Units are empowered to transfer the non-gazetted employees, it is not being uniformly followed particularly in respect of sparing of Senior Supervisors on inter railway/ inter division transfers. Separate sparing orders are being issued by zonal headquarters, even for division controlled posts 3,which are not necessary.
The matter has been considered by the Board and it is reiterated that the extant delegation to DRMs/ CWMs for relieving staff on inter railway/ inter division transfer may be strictly followed.
