Sub.: Reservation to Persons with Benchmark Disabilities (PwBDs) in promotion from Group ‘C’ to Group ‘B’ posts.
Ref.: Board’s letter no.E(GP)2022/2/20/PwBD dt.18.08.2022 and 14.11.2022 & DoP&T’s O.M. No. 36012/1/2020-Estt.(Res.-Il) dated 28.12.2023.
In terms of Board’s letter No. E(NG)I/2019/PM4/8 dated 18.01.2024, the instructions issued by DoP&T vide their O.M. No. 3601 2/1/2020-Estt.(Res. II) dated 28.12.2023 have been adopted mutatis mutandis for grant of notional promotions to PwBD candidates w.e.f. 30.06.2016 in the non-gazetted posts of Indian Railways as identified vide Ministry of Social Justice & Empowerment’s notification no. 38-16/2020-DD-III dated 04.01.2021 and Board’s letter No. E(NG)II/2017/RC-2/1/Policy dated 27.02.2019.
2. The issue of providing notional promotions to PwBDs in promotion from Group ‘C’ to Group ‘B’ posts has also been examined by the Board. Accordingly, it has been decided that the instructions issued by DoP&T vide their O.M. dated 28.12.2023 under reference may be made applicable mutatis mutandis for grant of notional promotions to PwBDs w.e.f. 30.06.2016 in promotion from Group ‘C’ to Group ‘B’ posts.
