Reiteration of instructions relating to reservation in temporary appointments – Railway Board Order dated 20.01.2022

Sub:- Reiteration of instructions relating to reservation in temporary appointments.
As the Railways are aware, Board’s letters numbers E(SCT)68CM15/I3 dated 11.11.1968 & 06.12.1969 provides for reservation for Scheduled Castes & Scheduled Tribe employees in temporary appointments lasting for 45 days or more. These instructions were reiterated time and again, vide Board’s letters number E(SCT)68CM15/12 dated 10.12.1971 & 83-E(SCT)/23/1 dated 19.09.1983. Department of Personnel & Training (DOP&T), vide their OM No. 36036/3/2018-Estt.(Res.) dated 15.05.2018 to this effect, highlighted that the instructions w.r.t reservation in temporary appointments as issued by Ministry of Home Affairs in their OM No. 27/4/67(II) — Estt. (SCT) dated 24.09.1968 are very old and required reiteration. Accordingly, a copy of the above OM of DOP&T, is enclosed herewith.
2. The matter has accordingly been reviewed. As stated by DOP&T in their OM ibid, the above mentioned instructions are hereby reiterated stipulating that in respect of appointments to Central Government posts and services there shall be reservation for Scheduled Caste/Scheduled Tribe/Other Backward Class candidates in temporary appointments which are to last for 45 days or more.
3. The Zonal Railways and Production Units may bring these instructions to the notice of all concerned and may ensure strict compliance of the same.
