As the Railway administration are aware, detailed consolidated instructions regarding periodical transfer of non-gazetted Railway employees exists vide RBE No.48/2012 and other instructions issued from time to time.
AIRF vide agenda Item No.28/2022 had demanded that single mothers should be exempted from the purview of periodical transfer to outstations. Their transfers should be invariably managed at the same stations by change of seat/work-place within the same station.
The matter has been considered by the Board and it is clarified that single mother employee, if she holds a sensitive post, cannot be exempted from the scheme of periodical transfer. However, she may be shifted as far as possible to a different seat in the same place/ adjoining area to meet the requirements of periodical transfer and to avoid any hardship, including school admission, safely of girl child, mental stress & tension. The existing instructions on the subject are hereby reiterated.
