Sub: Unjustified denial of payment of Risk and Hard Duty Allowance to the Trackmen working in Construction Organization

All India Railwaymen’s Federation is receiving complaints, from all corners of the Indian Railways in general and Northern and East Central Railways in particular, regarding denial of payment of Risk and Hard Duty Allowance to the category of Trackmen deployed to work in Construction Organization.

It may be appreciated that, the Trackmen, working in Construction Organization, do undertake the work of finally making the track fit, under the supervision of SSE(P. Way)(Construction), before handing it over to open line for train operation. Points and crossings parameters are duly ascertained for safety point of view, as such, they are fully involved in Railway Safety.

As such, discriminating them in respect of payment of the said allowance, from Trackmen of open line, is highly unfair and unjustified.

AIRF, therefore, desires that, necessary instructions be issued to all concerned for making payment of Risk and Hard Duty Allowance to the category of Trackmen working in Construction Organization with effect from the date the same is being paid to the Trackmen on open line.
