Subject: Urgent Attention Required: Concerns Regarding Delay in Cadre Review for CSS Officers

Hon’ble Sir,

I trust this letter finds you in good health and high spirits. I am writing to draw your attention to a matter of critical importance that has been widely reported in newspapers and media outlets. The news pertains to the delay in the cadre review process for Central Secretariat Service (CSS) officers under the Department of Personnel and Training (DoPT).

The recent reports highlight the frustration and disappointment among CSS officers due to the prolonged delay in the submission of findings by the Cadre Review Committee (CRC) constituted in 2022. It is distressing to learn that despite the completion of deliberations, the matter is still pending with the government, causing significant concerns among the CSS officers who are essential contributors to the functioning of various Ministries and departments.

As a staff side member of the National Council (JCM), I am aligned with the CSS Cadre’s concerns. Having experienced similar challenges as member, Departmental Council (JCM) at the Ministry of Defence, where numerous Cadre Review proposals, revision of recruitment rules for Chargeman (Tech)/MCM, revision of intergrade ratios of artisan cadre, etc., faced a protracted journey from MoD to DoPT to Finance Ministry to UPSC and back, I understand the pain and frustration associated with the delay in finalizing crucial matters. It appears that none have the competence to prepare any cadre review that may attain finality in one go. Hence, I have deep sympathy with the CSS Cadre.

I firmly believe that the delay in handling Cadre Review matters within DoPT adversely impacts the morale of central government employees. The CSS officers play a crucial role as the backbone of the Central government, and any stagnation in their career progression affects not only their personal growth but also hampers the efficiency of the entire system.

In the spirit of the Hon’ble Prime Minister’s vision of “Sabka Saath, Sabka Vikas, Sabka Vishvas,” I kindly request your immediate intervention to address this matter and ensure that the Cadre Review for CSS officers is expedited. Implementing this vision in its true sense would undoubtedly reflect the government’s commitment to the welfare and progress of every section of society, including the dedicated CSS Cadre.

The reported non-cooperation movement planned by CSS officers is indicative of their deep-seated grievances, and prompt action is necessary to prevent further disruption in official work and uphold the morale of these dedicated public servants.

Your proactive involvement in resolving this issue will undoubtedly strengthen the confidence of central government employees in the system. I trust that under your leadership, the Ministry of Personnel, Public Grievances & Pensions will take swift and effective measures to bring about a resolution to the concerns raised by the CSS Cadre.
