OFFICE MEMORANDUM
Subject: Web Based software solution for Cadre Management of CSS – Maintenance of APARs for the year 2012-13 onwards — regarding.
All Ministries/Departments are aware that the Web Based Cadre Management for CSS has been test-launched and is currently hosted at http://10.21.145.125. In this connection, attention is drawn to this Department OM No.21/11/2010-CS.I(U) dated 04.02.13.
2. The Cadre Management solution has an APAR module for various stages of writing, recording and maintenance of APARs ranging from distribution of blank APAR forms to finally forwarding the completed APARs to ACR Cells in the Ministries/Departments or the DoPT (in the case of US and above of CSS). Each of the stake holders ie. DoPT, Ministries/Departments (through Nodal officers) and individual CSS officers, has a vital role to play in adhering to prescribed time line for APAR and for the successful implementation of the new system.
3. It is proposed to put in place the new system w.e.f. APAR for 2012-13 onwards. The Nodal officers in the Ministries/Departments are requested to ensure that relevant entries with regard to each stage of writing and recording of APARs are made through the software. The Nodal officers are also requested to bring the above to the notice of all CSS officers under their control for compliance. A copy of the User Guide for using the APAR Management System is enclosed.
