Transport Allowance for Officers – Clarification on admissibility of Transport Allowance in the cases where the officers are drawing Grade Pay of Rs. 10,000/- in PB-4
General Provident Fund and other similar funds such as contributory provident fund, defence services provident fund, All India Service Provident Fund, and Railway Provident Fund are applicable to Central Government Employees, Autonomous Bodies, Defence Personnel, AIS Officers, and Railway Railway Employees respectively
The rates of Dearness Allowance admissible to the above categories of employees of Central Government and Central Autonomous bodies shall be enhanced from the existing rate of 234% to 245% w.e.f. 1.1.2016
Dearness Allowance Payable to the Gramin Dak Sevaks enhanced from the existing rate of 119% to 125% on basic time related continuity allowance
7th Pay Commission had earlier assumed that DA from January 2016 as 125% for revision of pay and allowances of Central Government Employees – DA orders issued by Govt with effect from 1st January 2016
DA with effect from January 2016 was estimated by 7th Pay Commission in its report released in November 2015, as 125%. This estimation is correct now as Govt has approved the increase in DA to an extent of 6% with effect from January 2016.
Serving (State/Central) Government servants, Semi Government/ Autonomous Bodies, Employees paid from the Consolidated Fund of India or through Grants-in-aid are treated as Official Members.
It is the case of the postal employees for grant of HRA applicable to “B” Class cities for Central Government employees Posted at Aizawl (Mizoram). After they got favourable orders from Tribunal which was confirmed by Hon’ble High Court and as well as Apex Court, Govt has now accepted to grant HRA at higher rate viz., rate applicable for B / Y class cities

In terms of clause 7 of the 10th Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of Dearness Allowance payable to workmen and officer employees for the quarter February to April 2016 shall be 42.60% of ‘Pay’ against 39.80% of ‘Pay’ applicable for the previous quarter.
