Communication of tentative reasons for disagreement alongwith Inquiry Officer’s Report to Govt.servant

Department of Personnel and Training (DOP&T), has referred the rule 15(2) of the CCS (CCA) Rules, wherein it is stipulated that the Inquiry Officer's report, along with the tentative reasons for disagreement, should be forwarded to the  Govt. servant (Charged Officer), who can  file his comments/representations on the same. 

The DOPT has stressed the need for following the said rule in letter and spirit.  It has been advised that while forwarding such IO's report, phrases like "article of charge is fully proved" or "article of charge is fully substantiated" should be avoided, as such a mention would construed as the disciplinary authority is already biased, even before giving consideration to the representation of the charged Officer.
