Journeys outside the state performed by Kerala State Government Officers – Orders for sending proposal to govt in advance
Kerala Government has issued instructions to the effect that the Government Staff has to get prior permission before performing tour to other States, and Foreign tours. The GO is is as follows

As per the instructions in the circulars read above, Government have laid down detailed procedures for issuing sanction for the journeys outside the State and foreign tours. Despite these instructions, it has been observed that such journeys are performed without obtaining approval at the level specified and later proposals are brought before the Government for issuing ex-post facto sanction.
2. Government have examined the matter in detail and order the following for strict compliance by all Government officials.
i. Proposals for air journeys and foreign tours should be submitted to Government as per the instructions issued in the circulars read above.
ii. Journeys outside the State by Government officials will be allowed only after examining the proposal with purpose and importance of such journeys. Chief Secretary will be the authority to sanction such journeys.
