Pay fixation on redesignation/upgradation of post

Question

I joined an autonomous body of MHRD (fully funded by Central Government) on 15.12.2008 on direct recruitment basis in Pay Band-2 with Grade Pay Rs. 4200/-. Now the organization has considered to upgrade the post in Band-2 with Grade Pay Rs. 4600/- with effect from 19.09.2013 (from retrospective effect).

How my pay should be fixed w.e.f. 19.09.2013? Whether I will get entry pay scale i.e. 12540 + 4600 (GP) or the existing Pay Band as on 19.09.2013 (11450) + 4600.
What about MACP?
Please reply with relevant rules or court ruling.

  1. This is to inform you that in the 6th CPC there’s no entry pay. Usually pay fixation will be old basic pay plus old scale of pay in one increment/old Grade Pay//in the 7th CPC old matrix level. In view of this your old basic pay with old grade pay and fixed basic pay plus new grade pay (4600) as revised new basic pay. Then (DNI) increment will be basic pay plus grade pay total multiple by 3% as next basic pay as
