SIR, I am working with CRPF as second-in-command (pay matrix 12).Our APARs are written on financial year basis.After Supreme court judgement dated 05/02/2019 , group A executive officer of CRPF have been declared as OGAS , hence process for of grant of NFSG started.
My case for grant of NFSG was considered and declared unfit, where as person immediately senior to me was granted NFSG w.e.f 01/01/15 and immediately junior to me w.e.f 22/03/15.Reason for this denial was said that my APAR for 2013-14 is ”GOOD” with adverse comment.where as per my knowledge since my case comes between 01/01/15 to 31/03/15 vacancy year for grant of NFSG to me would be 2014-15 so as per rule APAR of 2013-14 is not required to be considered at all . My question is that for considering grant of NFSG between any date of 01/01/15 to 31/03/15
(a) Does APAR for period 2013-14 relevant and would come in preview of last five APARS for grant of NFSG Between 01/01/15 to 31/03/15 .
(b)What would be the vacancy year .
(c) What period of APARs are required to be considered.
(d) Is there any order or OM Of DOPT which clarify by giving example about APARs required to be considered as last five APARs for particular vacancy year.
