All India Railwaymen’s Federation letter regarding scheme of filling-up of higher grade non-gazetted posts, classified as both "Selection and Non-Selection" on the basis of benchmarking that was introduced by the Railway Board as a Pilot Project, has been working well and has facilitated smooth and hassle-free promotions of the non-gazetted staff, thereby proving its worth. By virtue of this scheme of promotion, delay on the name of selection has almost been weeded out.
