Armed Forces Memorandum to 7th Pay Commission – Pay at par with Civil Servants, Tax Free Risk Allowance, more entry level pay Sought

The demands form a part of a 4,000-page Joint Service Memorandum (JSM) submitted by the three service chiefs to the CPC this week. Interestingly, One Rank One Pension (OROP) — a demand since 1982 — has been dropped as the forces “consider it approved” as announced by the government on the floor of Parliament.

Considering “application of civilian pay structure to services despite differential cadre structure, rank structure and promotional prospects,” as the prime fault line, the JSM seeks extension of Non-Functional Upgradation (NFU) to armed forces personnel. The NFU, which has so far been applicable only to IAS officers and other class A services, entitles them to the pay scale of the highest promoted officer of their respective courses. “Thus, even if an officer is not promoted, he gets the pay of a higher grade by virtue of another officer of his batch reaching higher rank. The same is applicable to IPS, IFS and other such services. We have asked for extension of NFU to the armed forces,” an Army official said.

While civil servants retire at 60, the retirement age of officers of the armed forces can vary with their rank. “Also, a major general equivalent picks up the rank after 32 years of service whereas a joint secretary reaches the pay scale in 18 years of service. We have sought “concordance of status” based on length of service and not rank,” the official said.

Besides tax exemption from risk pay the recommendations also include an “edge in entry level pay to improve attractiveness of defence services” and “incentives for selection grade ranks.

Headed by justice A K Mathur CPC will be submitting its recommendations to the government by January 2016.

  1. The JSM handed over the memorandum to the CPC. But that is only about the officers, ie, appx only 3% of the Officers. Then what about the Personnel Below Officer Rank (PBOR)??????????????????? Nobody bothered about their rank pay and NFU like all!!!!!!!!!!!!!!!

  2. sir in 6thcpc no pay band was given for honorary cmission rank such as for hfo hfl in 5th cpc it was rs/10500&10750 after great struggle the amount was multplied by 1.86 and was granted for pensioners but not for in service personnel in 7thcpc please take this things in notice

  3. dear sir it is very injustice on soldier technical. sir I don’t understand why given same pay scale for soldier technical and other soldier. the sol tech entry qualification is 10+2 pass (more than 50% and above on PCM) and other soldiers is 10th pass and clerk simple 12 pass but pay structure is same. sir my question how it possible? sir it is very in justice on tech soldier. sir I think you understand. sir i request to you and Honorable Pry minister N. Modi Sir & Honorable Defense Minister M. Parakar Sir. sir my English is not perfect. so excuse me. thank you

  4. every body is discussed about pay structure of officer and there hike. But no body say about the pay hike of jco’s/ OR’s. It is not justified for them. measure population of army are jco’s/It’s and they also take same risk as officer. then whey pay parciality taken for them.

  5. Army itself is denying recommendations of sixth pay commission to its doctors, on the other hand, It is well known that Army only refused NFU to its officers and now crying that it has been tricked by bureaucrats.

  7. I am getting the pensuon total amount as Rs 12401 p.m as i took VRS on 31st october 2000 after serving 20 years as sergeant in IAF. what wd be my total pension and other benefits by ast Jan 2016 according to 7th pay commission reprt

    I LIKE TO ASK IS THERE ANY ONE WHO CAN LOOK INTO THE INTEREST OF JCO AND ORS IN DEFENCE. AS PER MY EXPERIENCE OFFICERS DO NOT HAVE ANY INTEREST REGARDING JCO AND ORS BENEFITS IN PAY COMMISSION. OFFICER ONLY THINK ABOUT THEIR INTEREST. PLEASE COMPARE FROM FIEST PAY COMMISSION TO VII PAY COMMISSION WHICH WAY PAY AND ALLOWANCE INCREASES OF BOTH OFFICERS AND JCOS / ORS.

    OFFICERS GETTING MONEY FOR CLOTHING WHERE AS JCO /ORS GETTING SUB STANDARD CLOTHING. IN AIR FORCE OVERHAUL COST OF 200 RS WHERE AS IT IS IN PAPER MORE 1000 RS.

    OTHER EXAMPLE OFFICERS GETTING RATION GOOD QUALITY COSTING MORE THAN 7000 RS PER MONTH, WHERE AS JCO/ORS GETTING 2500 RS. WHY?

    SUCH MANY MORE EXAMPLES ARE THERE.

    KINDLY LOOK INTO THE INTEREST OF JCO/ORS ALSO.

Govt should look into the matter of Military Service Pay of PBORs of Armed Forces as there is no one to correctly project/represent his side to 7th Pay Commission.Military Service Pay should be made equal for everyone serving in the Forces irrespective of rank he bears as Officers are already getting Rank Pay and Grade Pay as per their Rank so why disparity in Military service Pay on the basis of rank.Everybody is serving in the same environment in the forces so MS pay should be equal for everyone.

HALLO SIR, IT HAS BEEN OBSERVED THAT EVERY TIME OF PAY COMMISSION, THE ALL PAY BENEFITS ARE BEING HIKE TO OFFICER ONLY SINCE LAST ALL PAY COMMISSION, BUT NOT GOOD PAY BENIFITS GIVEN TO JCO/OR AND NO BODY DISCUSS ON THIS MATTER. HENCE,YOU ARE REQUESTED TO LOOK IN THIS MATTER SERIOUSLY IN THIS COMMISSION.

    I Have some news about pay commission for defence personnel.

    First and foremost ,all defence personnel (PBOR) will not get same pay as per their civil counterpart because they are industrial means they are related to production and defence personnel does not do any production. The Defence personnel only gives his and his family’s life for nation but does not produce any thing.

    Officer in the Defence they will also feel pinch as they will not get hike as per their expectations. But they will continue to get all the services they are getting like buddies, service vehicle for family shopping and many more.

    Salary will not increased as 6th CPC hiked. This Govt has already told that they doesnot have anything to give. but they can donate money to other countries. also they can claim a huge success of Indian Armed force in Myanmar.

    Have any of BJP or Cong minister have taken responsibility of dead 18 Defence personnel.

    A primary Teacher at Delhi Govt gets around 40,000/- while staying at his native place, but a jawan gets less than them while surviving Siachen Glacier.

    I will end this with a personal experience today i have gone through.

    Today I went to MH for check up of my son as yesterday he fell down and got minor fracture.

    The receptionist told me that….
    IF U R AN OFFICER U CAN GO DIRECTLY FOR CHECK-UP OR IF U R A PBOR THEN U NEED A REFERENCE SLIP.

    By this u can make out in what type life in defence we are living with this a huge DISCRIMINATION…….

  12. Sir, why few trades like communication technician , automobile technician in PBOR worked as technician but they are not getting group-x pay, please consider in this connection
