Demand for revision of 7th Pay Commission Pay Scales for Clerical Cadre and MTS in Ministry of Defence
a) From Ist CPC to 5th CPC there is historical pay parity of office Supdt of MES and Assistant of Central Secretariat and AFHQ, but during Sep 2006, the Govt upgraded the pay scale from 5500-9000 to 6500-10500 of Assistant/Steno of CSS/CSSS through back door Vide DOP&T letter No 20/ 29/ 2006-CS II dt 25 Sep 2006.
b) Thereafter the matter was raised in Deptt. JCM Meeting of Min of Defence during July 2007 and it was told in the meeting that the matter is being referred to 6th CPC duly recommended by MoD.
c) The 6th CPC Vide para 3.1.14 of its report has clearly stated that there should be pay parity between field offices and Secretariat staff upto the level of Assistant/ Steno. This report has also been accepted by the Govt.d) GOI, Ministry of Finance Vide their letter No F.No1/ 1/ 2008-IC dt 16 Nov 2009 upgraded the grade pay from Rs 4200/ – to Rs 4600/ – wef 1 Jan 2006 in r/o of Assistant/Steno of CSS, AFHQ, IR and IFS stating that there is an element of direct recruitment to the post and that too, through an all India competitive examination, which is totally wrong as only 50% staff of above services is directly recruited and remaining 50% is promoted from UDC.
e) The case also taken up with 7 th CPC through memorandum and discussion in meeting with pay commission also held on 30 Mar 2015. The Chairman of pay commission assured to bring pay parity.
f) We had demanded upgraded grade pay of Rs 4600/-, but pay commission instead of upgrading the pay equal to CSS staff downgraded them also Vide para 7.1.4 (I) and 7.1.5.
DEMAND: We demand that the pay of Office Supdt and Stenographer in MOD may please be bring at level 7 in new pay matrix.
PAY SCALE OF UDC AND STENO GDE. III IN MoD
(a) Govt of India DOP&T, New Delhi Vide their letter No 20 / 49 / 2009-CS-II(B) dt 22 Jun 2011 upgraded the Grade pay of UDC/Steno Gde D (NFSG) of CSCS AND CSSS) from Rs 2400/ – to Rs 4200/ – with immediate effect. No, direct recruitment element exists in this category. All the UDC’s are promoted from LDC and 6th CPC Vide para 3.1.14 stated that there should be pay parity between Secretariat and field staff.
b) We had demanded upgraded grade pay of Rs 4200/ -, but pay commission instead of upgrading the pay equal to CBS staff downgraded them also Vide para 7.1.4 (I) and 7.1.5.
DEMAND: We still insist that the pay of UDC and Steno Gde III of field offices may please be bring at level 6 in new pay matrix.
MERGER OF THE POSTS OF LDC AND UDC IN THE GDE OF RS 2800/-
We have already demanded the merger of posts of LDC and UDC in the gde pay of Rs 2800/ -, but 7th CPC has not given any attention to the demand and rejected in para 7.1.4 (I). We still insist that there is no requirement of LDC post in the department and it should be merged with UDC in the gde pay of Rs 2800 / -. If, there is need of LDC, as their educational qualification has also been raised from 10th to +2 with computer education by 6th CPC, but the difference of their gde pay is Rs 100/
with Erstwhile Gp ”D” employees. Hence, in this case it is requested that Gde pay of LDC be raised to Rs 2400/ – in new pay matrix in level 4.
PAY GRADE TO MULTI TASKING STAFF (MTS) EARSTWHILE GP ”D” EMPLOYEES (PEON, DAFTRY, FERRO PRINTER, CHOWKIDAR SAFAIWAL ETC)
As per the recommendation of 6th CPC the erstwhile Gp D staff i.e. Peon, Daftri, Ferro printer, Chowkidar and Safaiwals were re-designated as Gp C and reclassified as Multi Tasking Staff (MTS). But in Military Engineer Services (MES) and other filed offices, the recruitment rules have not yet been framed after implementation of 6th CPC. Thereafter, the employees of these categories have not been promoted. No benefit of MTS has been granted to them till now. This is the poor/ downgraded staff and ignored for their legitimate right. M.E.S deptt. and other filed offices are not giving them promotion as per old recruitment rules also.
Therefore, they are victims of hideous atrocity. It is requested to provide four grade structures to MTS staff.
