Allowances Covered
1. | Aeronautical Allowance | Meant for Defence Technicians – It is recommended that this allowance can be increased by 1.5 times of present quantum. Further this allowance has to be increased by25 percent each time DA increases by 50 percent. Indian Coast Guard Personnel are also eligible for this allowance |
2. | Air Worthiness Certificate Allowance | This allowance is presently granted to technical tradesmen in aircraft trades. It is recommended thatthis allowance can be increased by 1.5 times of present quantum. Further this allowance has to be increased by25 percent each time DA increases by 50 percent. Indian Coast Guard Personnel are also eligible for this allowance |
3. | Classification Allowance | Recommended to raise it by a factor of 2.25 to ₹270 pm for each stage for X group and ₹225 pm for each stage for Y group. |
4 | Higher Qualification Incentive for Civilians | Ph.D. or equivalent – Rs.30000
PG Degree/Diploma of duration more than one year, or equivalent – Rs.25000 PG Degree/Diploma of duration one year or less, or equivalent – Rs.20000 Degree/Diploma of duration more than three years, or equivalent – Rs.15000 Degree/Diploma of duration three years or less, or equivalent – Rs.10000 the incentive shall be limited to maximum two times in an employee’s career, with a minimum gap of two years between successive grants. |
5 | Judge Advocate General Department Examination Award | This allowance should be subsumed under Higher Qualification Incentive for Defence Personnel |
6 | Language Allowance | Recommended to raise it by a factor of 1.5. with further rise by 25 percent each time DA increases by 50 percent |
7 | Language Award | Recommended to raise it by a factor of 1.5. with further rise by 25 percent each time DA increases by 50 percent |
8 | Qualification Allowance | Recommended to raise it by a factor of 1.5. with further rise by 25 percent each time DA increases by 50 percent. This allowance should be extended to personnel of Indian Coast Guard also |
9 | Qualification Grant and Technical Allowance | Commission advises to study the courses coming under each category and the courses should be relevant to their career. Revised Higher Qualification Incentives for Defence Personnel from Grade I to V courses are Rs.30000, Rs.25000, Rs.20000, Rs.15000 and Rs.10000. Tier-I Technical allowance will be paid on monthly basis. |
10 | Unit Certificate and Charge Certificate Allowance | Recommended to raise it by a factor of 1.5. with further rise by 25 percent each time DA increases by 50 percent |
11 | Higher Proficiency Allowance | To be considered under Higher Qualification Incentive |
12 | Language Reward and Allowance | Since the amount of the allowance is meagre. Hence, it should be abolished. |
13 | Post Graduate Allowance | This allowance is granted to doctors up to the level of NFSG who are PG Degree or PG Diploma holders. Recommended to raise it by a factor of 1.5. with further rise by 25 percent each time DA increases by 50 percent. This allowance should also be extended to medical doctors who are dentists and veterinarians. |
14 | Qualification Pay | Recommended to raise it by a factor of 2.25. The amount will further rise by 25 percent each time DA crosses 50 percent. The nomenclature should be changed to Railway Accounts Examination Allowance |
