How much my pay will be after MACP ? This is one of the frequently asked questions posted to us by GConnect Readers. As we could not provide solution in each and every case, we thought of providing a generalised tool which can calculate revised pay and arrears, given the present pay, grade pay and period. This idea did get a shape in 2012 itself and MACP tool was launched that time for limited period only.
Now, after major updates we have launched a full fledged MACP Calculator for Revised Pay and Arrears of Pay.
MACP orders are issued twice a year, fixation of pay after MACP would also involve arrears of pay apart from fixation of pay in many cases.
So, we hope this MACP Calculator will be much useful to calculate revised pay as well as arrears of pay after MACP.
Rules for Fixation of Pay on MACP
Before explaining the method adopted in the GConnect MACP Calculator to determine revised pay and arrears, let us have look at the relevant provisions of DOPT OM dated 19.5.2009 that provides for the method to fix pay in pay band and grade pay of an employee on MACP which is given as follows.
DOPT OM No: 35034/3/2008-Estt (D) dated 19.05.2009 with regard to Pay fixation on MACP
“Benefit of pay fixation available at the time of regular promotion shall also be allowed at the time of financial upgradation under the scheme. Therefore, the pay shall be raised by 3% of the total pay in the pay band and the grade pay drawn before such upgradation. There shall, however, be no further fixation of pay at the time of regular promotion if it is in the same grade pay as granted under MACPS. However, at the time of actual promotion if it happens to be in a post carrying higher grade pay than what is available under MACPS, no pay fixation would be available and only difference of grade pay would be made available.”
Unlike pay fixation on promotion, hierarchy of pay bands has no relevance in fixation of pay on MACP. In other words, every MACP involves only 3% incremented pay in pay band and next grade pay in the hierarchy (may be same in certain cases).
If revised pay fixed on promotion by adding 3% promotional increment is less than the pay band applicable to promotion post then revised pay will be enhanced to the amount equivalent to minimum of pay band applicable promotion post. This method is also applicable for MACP as OM dated 19.05.2009 provides that Benefit of Pay Fixation at the time of regular promotion shall also be allowed at the time of financial upgradation under MACP Scheme.
Also, arrears of pay that is payable between date of MACP and date on which revised pay is paid can be calculated at ease using this tool.
Use MACP Calculator to compare the benefits out of Options of fixation of pay on the date of MACP or date of next increment.
Option of fixation of revised pay either on the date of MACP or on the date of next increment is also applicable for MACP Scheme.
So, this online tool has been provided with the feature to calculate revised pay and arrears under both options. This feature can be used to compare the benefits of two options.
In certain cases, Fixation of pay on the date of MACP may provide more arrears of pay without loss in revised pay in pay band.
Alternatively, Fixation of Pay on next increment date will be beneficial as it may fetch more revised pay at the cost of minimum loss in arrears of pay. After calculating pay and arrears under both of these options, users can decide whether to exercise the option of fixing pay on the date of next increment or on the date of MACP.
