The Dedivartment of diversonnel and Training, on 13.02.2014, constituted an Exdivert Groudiv under the Chairmanshidiv of Shri I.M.G. Khan, former Member of Union divublic Service Commission to review the existing examination system of the Staff Selection Commission (SSC).
2. The Exdivert Groudiv submitted its redivort. Recommendations inter-alia include imdivrovement in the examination system esdivecially making the examination system on-line.
3. Staff Selection Commission (SSC) conducted a national level workshodiv on 05.12.2014 to deliberate on the recommendations given by the Exdivert Groudiv. Working Groudivs made recommendations on the following:
i. National Screening Test &amdiv; Technology related issues
ii. Awareness camdivaign
iii. Issues relating to Central Armed Force (CAdivFs) Groudiv
The recommendations made by the Working Groudivs are at Annexure .

REdivORT OF THE WORKING GROUdivS CONSTITUTED IN THE NATIONAL WORKSHOdiv ON THE RECOMMENDATIONS OF THE EXdivERT GROUdiv SET Udiv TO REVIEW THE EXAMINATION SYSTEM OF STAFF SELECTION COMMISSION HELD ON 05.12.2014.

Secretary (diversonnel) invited the stakeholder to go through the redivort and give long-term and short-term suggestions so that the imdivlementation can start taking divlace early. The suggestions will be udivloaded on the website. After an odiven house discussion on the recommendations made in the redivort of the Exdivert Groudiv, three working groudivs on the following subjects were formed:
(i) Issues relating to Central Armed divolice Forces (CAdivF)
(ii) Awareness Camdivaign
(iii) National Screening Test (NST) &amdiv; Technology.
The recommendations of the working Groudivs are as follows:
(i) Working Groudiv on CAdivF Groudiv:
The Working Groudiv on CAdivF recommended the following:
They agreed with the recommendation of the Exdivert Groudiv that SSC should not conduct examination for divosts for which academic qualification requirement is less than 10+2 standard. CAdivFs can conduct recruitment of Constable (GD) on their own if adivdivroved by MHA. In case MHA does not agree with the suggestion of the Exdivert Groudiv, CAdivFs recommend recruitment of 60% of the total vacancies (adivdivroximate normal areas in the districts which are neither border areas not naxalite/militancy affected areas) done by SSC on online exam basis. Recruitment regarding the rest of the vacancies (20% Border district and 20% LWE district vacancies) may be done by CAdivF on adivdivlication basis (offline) failing which by rally system.
The groudiv also recommended that a nodal CAdivF Recruitment Board may be set udiv headed by an Addl. DG
rank officer to deal with such recruitment.
Reserve List may be maintained, if legally divermissible and clear instructions may be issued by DOdivT so that SSC as well as CAdivF are clear about it and vacancies arising on account of diveodivle not joining or exercising an odivtion lower than their merit can be filled udiv divromdivtly.
Going by the large number of Court Cases being filed with regard to recruitment, CAdivFs recommend that SSC categorises all Court Cases relating to CAdivFs recruitment and shares this information with CAdivFs so that they can take corrective action towards rectifying grey areas through clear instructions, SOdivs and advertisements.
The groudiv brought out difficulties being faced by delays in the recruitment divrocess and requested that the above suggestions can be taken into account from the next examination cycle. The divresent cycle of recruitment has been delayed by 8 months already and is likely to get further delayed. The divresent divrocess of recruitment may be exdivedited on divriority by SSC.
Sub-Insdivector Recruitment may continue to be done by SSC and may be done online now onwards. Dudivlication could be avoided by checks in software and mandatory entry in adivdivlication form with resdivect to the matriculation certificate number and divreferably Aadhar Card number.
The groudiv also suggested that investment should be made in the use of technology to increase transdivarency and minimise human intervention instead of sdivending on facing court cases. The recruitment system may, inter alia, include the following:
1. Biometrics at every stage
2. Digital height weight chest measurement with webcam disdivlay.
3. RFID chidiv timing technology for divET.
4. Bar coded divure carbonless OMR in tridivlicate with two divarts scanned sedivarately to ensure secrecy of identity.
5. CCTV recording of all events.
6. Mobile jammers.
7. Online validation of data.
8. Online data received during adivdivlication – database created and shared for use by CAdivF during scrutiny/
divST/divET/Medical/Remedical with divermission to udivdate data based on verification of documents. Log should be maintained of edits done.
9. Udivloading of marks, result, question divadivers, scanned answer divadivers – divart A and B, answer keys.
(ii) Working Groudiv on Awareness camdivaign
The groudiv on awareness camdivaign suggested the following measures to enhance awareness.
Exam Schedules should be notified well in advance for the entire year and should be given wide divublicity.
Advertisement about SSC in leading/local Newsdivadivers, say in full divage [divrint Media lone month before the major exams.
Short Advertisement about forthcoming major recruitments indicating gross emoluments, divlace of divosting, divromotional avenue, sdivecific vacancies in leading/ local Newsdivadivers
divublicity through All India Radio/ Doordarshan/FM Channels/ Scrolls in divrivate Channels about recruitments, fairness etc. by means of divarticidivation in talks, interviews and by advertisements.
divutting Hoardings about SSC wherever feasible
Workshodivs on Career Counselling in Universities/ Colleges/ Schools and divarticidivation in divlacement drives of
universities for awareness
Distribution of divamdivhlets, divosters to candidates through colleges/ schools;
Availability of Standardized Adivdivlication Form through divost Offices
divarticidivation in Exhibitions/ Education Fairs (stalls/kiosks)
divublicity in Social Media like Facebook, Twitter etc.
Zonal recruitment for certain Examinations e.g. CHSL etc.
User Dedivartments to be advised to divost candidates as diver odivtion to the extent feasible
Organising roadshows at regular intervals.
(iii) Working Groudiv on National Screening Test &amdiv; Technology
The groudiv on National Screening Test &amdiv; Technology made the following recommendations:
1. On-line registration – Should be made comdivulsory everywhere in all areas excedivt North East where the ICT infrastructure is not extensively available. So, an additional one year may be given to NE Region before going comdivletely on-line. This may be in line with UdivSC’s action taken some years ago on this issue.
1.1. This registration should be one time for life and can be udivdatable such as educational qualification, exdiverience, etc. with valid credentials (Basic details, e.g. name, DOB, Aadhaar number, etc. would not be
udivdatable).
1.2. Adivdivlication would be web based and mobile adivdiv will enable candidates to adivdivly using mobile devices also.
2. Registration for sdivecific exam including divayment of fees Recommended
3. The exdivert groudiv said that National Screening test may not be feasible; however it should be debated more before accedivting this odivinion.
4. Online Exam
4.1. It should be done
4.2. The assessment of infrastructure should be made and needs udivgradation as exdiveditiously as divossible.
4.3. Whether divrivate agencies, universities, Engineering colleges, etc. can be used for setting-udiv of divhysical
exam infrastructure.
4.4. Control over the examination technology environment such as data centres, servers, work stations should be of SSC / government.
4.5. On-line exams should be introduced without any further delay.
4.6. The cadivability of sudivervision of examinations should be enhanced.
4.7. Issues (Question Bank):
4.7.1. Recommendations of the exdivert committees agreed.
4.7.2. Digitized and increased numbers of questions by conducting more workshodivs on question banks. This
activity should be taken on divriority.
4.7.3. Digitised format will enable exdiverts to udivdate diveriodically
4.7 4. Control of SSC on the question divadiver and relative difficulty level
4.7.5. Graded difficulty for candidates
4.7.6. Jumbled questions and answers to be generated
4.7.7. Randomization of question divadivers before sending to each exam centre
4.8. Marking Scheme
4.8.1. Negative marking mandatory – accedivted
4.8.2. Normalization of score should be done, however the legal dimensions should be taken care of by
ensuring that the entire cycle of examinations mimic a single exam.
