Thread: Grade Pay 4200

    Unhappy Grade Pay 4200

    A friend of mine has intimated the following problem.

    He is employed in Canteen Stores Department under the MOD. and is holding the post of selection Grade Clerk in the pre-revised scale of pay Rs. 4500-7000. This grade appears to be available only in that department and is in between UDC and Assistant.

    According to the revised pay grades for the said scale (i.e. Rs.4500-7000), the pay is PB-1 plus Rs.2800/- grade pay. However, as per Ser 1 of II of Section II of Part B of the pay rules, those in the ministerial cadre outside the secretariat with a scale of pay of Rs. 4500-7000 & Rs. 5000-8000, the grade pay is Rs. 4200/-.

    When his CDA refused to pay him Rs. 4200/- as grade pay under the above clause, the matter was referred to higher authorities in audit (CGDA) and they have intimated that the grade pay admissible is Rs. 2800/- only and not Rs. 4200/-. As a result (like many others) he has also suffered financially.

    Now, pls tell me whether the interpretation of audit is right? If yes, then what is the meaning of the merget of pay scales mentioned above (part B).

    Dear friend,
    If one goes by the CPC Recommendations and Resolution and the subsequent Pay(Revised)Rules 2008, it appears quite clear that the erstwhile three Pay scales of (starting with pay of Rs.5000, 5500 6500) were merged into one Basic with Grade pay of 4200. This shows that the erstwhile Scale of pay with starting pay of Rs.4500 was left out intentionally. This being the case, apparantly, your friend has no case.

    Therefore r, if your friend's department has not done anything to upgrade the post of erstwhile Scale of pay of 4500 to 5000 or higher (for the purpose of fixing pay under Revised Rules), then, I am afraid, the grade pay of 4600 has been correctly denied and only 4200 has been given.

    The error pointed out by the learned friend (herein below) is regretted. What I had in my mind was that the Grade pay had been correctly fixed at 2800 and not at 4200. (This is due to the fact that Pre rev scales of 5000,5500 and 6500 were only clubbed and 4500 was left out).

    Sir,

    Question of RK is whether GP of 4200 is applicable instead of GP 2800. But the answer given by the other member is about GP 4200 & 4600 ie., the reply is 4200 is applicable and not 4600. kindly verify.

    Thank you Liji. I also noticed the discrepancy while thanking Mr. Badri but I assumed that the figures were Rs. 4200/- and Rs. 2800/- instead of Rs. 4600/- and Rs. 4200/- and it was typo error in the reply.

    Mr. Badri may kindly confirm.
