    Arrow difference between up- gradation and promotion

    Dear Sir,
    "Happy New Year to all the g connect community"
    My question, What is the difference between up -gradation and promotion specially with reference to 4th and 5th CPC pay rules. As I knew that in case of up-gradation the pay is to be fixed under rule FR 22(1)(a) (2) (5th CPC) and in case of promotion the pay of the incumbent is to be fixed under rule FR 22(1)(a) (1)(5th CPC). Kindly let me know whether in case of up-gradation where pay of the incumbent is fixed under rule FR 22(1)(a) (2) is entitled to ACP benefit?

    Promotion is appointment to a higher post in the cadre hierarchy whereas in upgradation the scale of the current post is upwardly revised.

    If the designation does not change but only the scale, then this will not count as a financial upgradation under ACP-1999 and you will be eligible for ACP in due course ssubject to fulfilment of other conditions.
